Judge Joaquim Bosch (Cullera, Valencia, 1965) has it clear. He believes that there are reasons of justice, equity and public utility —which are the requirements established by law— to pardon the pro-independence politicians sentenced by the procés to penalties that he considers "exaggerated" for conducts that have not involved violence and that in the neighboring democracies are punished much less severely. However, he insists that it is "fundamental" that the Government, in his case, "motivate and explain" the reasons that lead him to approve a measure of grace that is practically taken for granted.
