Who are the new groups that can request the minimum vital income

The Minister of Inclusion, Social Security and Migration, Jose Luis Escrivá, announced yesterday at the press conference after the Council of Ministers new developments in relation to the minimum vital income. These new changes introduced especially affect the requirements and the different groups that can request the INM (minimum vital income).

So, Escrivá announced a relaxation of the requirements to apply for this “minimum vital income” – as it is also popularly known -. The objective is to incorporate new groups in vulnerable situations who were being rejected or who did not even ask for it.

The new groups that can now apply for the minimum vital income thanks to the flexibility of what is understood by coexistence units are the seasonal workers and homeless people temporarily residing with relatives or in shelters. The key lies, precisely, in this new way of understanding “coexistence units.” As José Luis Escrivá explained, from now on it is understood that the people or families who live in reception centers, shelters, sheltered apartments or similar residences do constitute coexistence units for the purposes of power receive help from the IMV.

Another of the groups that from now on will benefit from these developments regarding the minimum vital income are the people in temporary coexistence situations. That is, people who have just been divorced or have been evicted. In these particular cases, as explained by the Minister of Inclusion, Social Security and MigrationsConsidering the total rent of the new domicile as a single unit could cause these applicants for the minimum vital income to be rejected. Now, the existence of several units will be “recognized” and “exceptional situations” may also be demonstrated.

Requirements to request the minimum vital income

Not everyone can apply for the minimum living income benefit. You need to meet a number of requirements. These are:

– Prove a situation of vulnerability. That is, when the total household income is lower than the guaranteed income that corresponds to them. This IMV requirement is calculated by assessing the economic capacity of the applicant and of all the members of the family unit that avails itself of this measure.

– Heritage. This must be less than three times the annual guaranteed income for a one-person household. The scale of increases per household is taken into account and the habitual residence is excluded from this calculation on equity.

One year of legal residence in Spain. This requirement to access the minimum vital income leaves out all those migrants in an irregular situation. Of course, there are some exceptions such as in the case of applicants for international protection, victims of human trafficking or foreign women victims of gender violence (even if they are in an irregular situation).

– I know will take into account the income of the previous year. Of course, and due to the impact of the coronavirus pandemic, it will also be possible to recognize the income healed during the current year.

How to know if you meet the requirements to request the minimum vital income

There is simulator where you can check if the applicant meets the necessary requirements to request the help of the IMV. The simulator consists of a series of questions and fields that must be completed to know if you are in a situation of ask for the help of the «living minimum income».
