United We can urge the government in functions to present a royal decree law on the updating of pensions with the CPI before the general elections of 10N and assures that it would support it because "the law within the law must give way to social problems".
The Acting Executive faces the next electoral campaign, which is expected to begin on November 1, with an eye on the pensioners, who will begin to mobilize and on October 16 convened by the State Coordinator for the Defense of the public pension system for request the repeal of the current 0.25% revaluation index that is still in force.
The UGT and CCOO unions also warn that they will stand in solidarity with this group, so the political parties begin to move.
We can be clear that the real CPI should be guaranteed in January next year, at least with a 1.6% rise and a clause that guarantees a possible upward diversion, as agreed by the purple formation with the PSOE in the failed Budgets Generals of 2019.
"The Government in socialist functions must give certainty to the pensioners before the elections," said the deputy for Galicia of In Common-United We Yolanda Díaz, who said that her training would support the validation of a royal decree law that -in his opinion- "nobody would dare to vote against".
At the moment, the political unanimity so that pensions are revalued with the real CPI has already been reflected in the second recommendation of the Toledo Pact, which despite not being able to vote its final conclusions on the electoral advance in February, did manage to forge an agreement between PSOE , PP, United We, Cs, PNV, PDeCAT and Compromís.
Díaz asks the Acting Executive to take advantage of the article of the Spanish Constitution that allows the adoption of a provisional legislative provision in the form of a royal decree for extraordinary reasons and of urgent need, while adding that the economic cost of a rise around 1.6% would mean an increase in pension spending of about 2,000 million.
The Secretary of State for Social Security, Octavio Granado, estimated this increase at the beginning of September at "about 2.5 billion", something "acceptable" – he said – if the income from contributions goes up "slightly above", at the rate they did in the years 2008, 2009 or 2010.
At the moment, the last inflation figure for August placed the consumer price index (CPI) at 0.3% year-on-year, two tenths less than the increase in July and the lowest increase since September 2016.
The acting Government spokeswoman, Isabel Celaá, has ruled out, however, that the Executive acts without being invested and in that case has said that "she still has time" to attend a revaluation higher than the current index of 0.25% until December 31 or after that date doing it retroactively.
The truth is that in the Congress a session of the Permanent Delegation will be held shortly since, at least for now, the royal decree of aid for the cold drop will have to be validated.
