The varieties of bread that fall in price after the entry into force of the new standard


With the entry into force of the new quality standard on July 1, the definition of common bread was extended to made with whole grain flours, with other cereals different from wheat and others "much in demand by the modern consumer", as are the products with bran or bread low in salt or with salt substitutes. This will not only affect the labeling and to include more rigid requirements when naming a product, but it will also affect a price decrease.

Thus, this extension of the definition of common bread will allow it to be applied a super-reduced VAT, of 4%, on these products that until now were taxed at 10%. It should be remembered that the 1992 VAT Law indicated that all cereal flours had a taxable percentage of 4%, however, their loaves did not have this same rate. Until now, only those made with wheat were considered common bread and, consequently, these were the only ones that could benefit from 4% VAT.

On the other hand, the new law will entail a hardening of the necessary conditions to label a bread that is sold as a wholel since 100% of the flour used will have to be of this type. Therefore, all whole grain breads or other cereals that have not been made exclusively with this type of flour, are required to include on the label the percentage used. Likewise, and with the aim of avoiding deception, the new concrete law a new definition of sourdough, that from now on will limit the use of industrial yeasts at the same time as new requirements are established to use the denomination "made with sourdough".

«A real risk»

The sector of the industrial bread has received with some reluctance the norm since it will force to these companies reformular recipes or stop using some nomeclanturas commercial. It will also have to face new processes of elaboration with the corresponding changes of machinery. The industry will also be doomed to carry out new packaging designs, formats and to modify labels.

In this regard, the general secretary of the Spanish Dulce Association (Produlce), Ruben Moreno, told ABC on Friday that they have sent a letter to the Government along with four other associations to request clarification of some aspects of the new processes. of manufacture that will require the new standard. On the other hand, Moreno warned of Products imported from foreigners will not be required to comply with the law. "In a single market like the one we currently operate in, this rule could reduce the competitiveness of any of our companies and categories of products. In this sense, the general secretary of Produlce spoke of "a real risk", since Portugal and Italy are the first exporters of this type of products to our country.
