The president of the Professional Taxi Federation of Madrid, Julio Sanz, has qualified this Friday"totally insufficient" the draft agreement reached between the City Council and the Community of Madridto regulate rental vehicles with driver (VTC), so thatthe taxi sector continues on indefinite strike.
He expressed this to the media after the meeting that representatives of the taxi sector have held at the City Hall with the Mayor of Madrid, Manuela Carmena, and the Delegate for Environment and Mobility, Inés Sabanés.
Sanz has stressed that the deletionr "does not look like anything" to the requests of the collective of taxi drivers, so there is no news on the cancellation of the indefinite strike.
According to the draft, the user of an VTC must be at a minimum distance of three hundred meters, which, for Sanz, is "an anecdote or a mockery", given that a large apple is more than three hundred meters long and with them immediacy is being sought.
The Community of Madrid has delivered taxi drivers with a draft of nine pages, in whichsome variables that were not part of the original requests of the sector are introduced, explained the president of the Professional Taxi Federation of Madrid.
Define the concept of prior contracting of the VTC in a magnitude that is not time, but distance "we find it strange," said Sanz, who, however, added that the text deserves "study and reflection."
He has estimated that this first draft of the City Council and the Community of Madrid "should not be the end, but have to continue working and exploring different options."
In parallel, the Madrid Consistory is working on the regulatory ordinance of the VTC within its powers, traffic, environment and parking, and would be willing to collect a rating from the Community to develop "more fully" this ordinance.
"The situation has not changed, soWe continue with the indefinite strike, which today marks its fifth day", given that this draft does not meet the expectations of the taxi collective, he stressed.
For its part, the spokesman for the Caracol platform, Saúl Crespo, has indicated that space pre-contracting is"an invention"when they asked for the temporary one. "And they are not going to deceive us," he stressed, adding that the taxi will "defend the law to the ultimate consequences."
However, he pointed out that any decision will be taken in assembly among all workers and has indicated that this Saturday, when they celebrate a paella with families in front of Ifema, they will be able to show "who they are fighting for".
Continue receiving contributions
Sabanés has explained that the document is the result of the technical group formed by the City Council and the Community of Madrid with the fundamental objective of "unblocking" a situation in which "there were red lines and no progress was made".
This technical committee has made a preliminary report that was "necessary, important and urgent" that was evaluated by the taxi sector, which has "many uncertainties" and "there are elements that have to negotiate with the Community ", the councilor added.
Sabanés has expressed the will of everyone to continue working and receiving the evaluations, contributions and alternatives offered by the taxi sector.
The Community has introduced the spatial criterion at the time of the prior contracting of the VTCs, a question that is "very important" that evaluates the sector and that there are "clear and forceful elements of control", has specified
TheRental vehicles with driver (VTC)who want to operate in the Community of Madrid will have to bea minimum distance of between 300 and 500 meters, as determined by each municipality, of its clients at the time of pre-contracting the service, as stated in the draft of the bill with the content thathas agreed the Community of Madrid and the City Council of the capital.
This is stated in the text that has been presented this afternoon to both the associations of the taxi and the VTC, which has had access to Europa Press, which includes as a first requirement that these vehicles have their corresponding urban license issued by the municipality of in question.
As for the pre-contract, where the key to the negotiations was, the two administrations have decided to opt for space pre-contracting – distance between the requested vehicle and the traveler – instead of temporary – time in advance with which the service is requested- .
The Community proposes in its draft law that the VTC vehicle "must be located at a minimum distance of 300 meters from the location of the person who hires the service". However, "in order to improve the management of internal passenger mobility and ensure effective control of the conditions of provision of services",municipalities may increase, by ordinance, the minimum distance of pre-contractingup to a maximum of 500 meters.
In this case, they will have to do it "respecting the criterion of proportionality"according to different reasons: affection to the public domain, affection to the urban traffic and the circulation of vehicles and affection to the parking in public road.
