The wages agreed in collective agreements have started 2022 with more momentum, with a wage increase of 2%, according to provisional data published this Thursday by the Ministry of Labor. These are mostly agreements signed before the start of the year and with economic effects as of this January, in which the salary increase rises compared to the end of 2021, when salaries increased by 1.47%.

The increase is still far from the growth of prices, since the interannual CPI stood at 6% in January. Inflation moderated several tenths at the beginning of 2022 compared to the previous month (6.5%) thanks to the lower cost of electricity. The CPI continues to be highly affected by skyrocketing energy prices and is expected to moderate throughout the year, although when and how much remains to be seen.

Collective agreements with economic effects this January stood at 1,554, affecting a total of 380,358 companies and 4,142,804 workers. On average, the agreed salary increase is 2.01%, although in sector agreements the increase is greater (2.43%) than in company agreements (1.98%). The number of agreements that record wage freezes is reduced compared to December, from 570 to 23.

It is relevant to underline the higher rise in wages in sectoral agreements compared to those agreed in companies, which is usual, but which now acquires more focus due to the fact that the labor reform has recovered the primacy of wages in the sector that was abolished by the Rajoy government. . This change is expected to lead to a salary improvement for thousands of workers in the coming months. I eat late, company agreements have one year to adapt to the sectoral agreement.

By sectors, the ones that have implemented the most agreements are services (845), with a wage increase of 2%, and industry (641), with an increase of 2.05%.

Waiting for the state framework between unions and employers

It should be noted that there is only one agreement signed last January, which reaches 720 workers, and which has agreed to a salary increase of 6%, equal to year-on-year inflation. In general, the call of the economists and the Government itself is not to infect the high inflation of these moments to the salary increase, to avoid entering a second-round inflationary loop, which would be detrimental to the economy.

The CCOO and UGT unions have urged employers' associations to sit down to negotiate a state collective bargaining agreement, known as AENC, to agree on the collective bargaining roadmap for this and the coming years. In this key issue of wages, but also in others such as teleworking, conciliation, training, the adaptation of fixed-discontinuous, etc.

Regarding salaries, The unions have just agreed with the Government to increase the SMI by 3.6% to 1,000 euros. The rise in the minimum wage is influenced by many factors, such as the desire to improve especially the situation of the most vulnerable workers, but also by the large increase in the SMI in recent years and the Government's commitment to finish the legislature located in 60% of the average salary.

For this reason, the percentage increase in the minimum wage may be very different from the one proposed by the unions to the employer for the collective bargaining as a whole. The negotiation has already begun, with a first contact and the summons to present proposals in just under a month. The intention of the unions is that the AENC does not delay beyond June, but the employers are in no hurry to negotiate.

With a view to maintaining purchasing power, and to avoid the danger of second-round inflation, the CCOO and the UGT have proposed that the salary increase be carried out over several years, with review clauses that guarantee that workers do not lose purchasing power by end of period.
