The mayors of Madrid, Bilbao and Valencia are the ones who charge a higher salary, according to the data published today by the Ministry of Territorial Policy and Public Function. Manuela Carmena, mayor of Madrid, received 102,010 euros in 2017. She is followed by Juan Mari Aburto, mayor of Bilbao, with 91,318 euros. Joan Ribó, first mayor of Valencia, received 82,603 ​​euros last year. The list of all of them exceeded that of the President of the Government, which charged 79,757 euros. The salary of the mayor of Vitoria-Gasteiz, Gorka Urtaran, also exceeded it.

In the list made public by the Meritxell Batet ministry missing the data of another large city whose mayor earns more than the president, Barcelona. The municipal website supplements that lack. According to its transparency portal, the floor of Ada Colau is currently 100,000 euros, although, as required, in application of the Barcelona Code of Ethics in Comú, actually receives monthly net income of 2,200 euros, in 14 payments.

Of the 8,124 Spanish municipalities, there are data on salaries of mayors about half (4,063). Another 2,551 city councils assure that they do not pay any salary or other compensation (subsistence allowance) to their first councilors. In addition, 1,237 municipalities did not send these data to the ministry. Among them is Barcelona, ​​but also other very populated cities such as Granada, San Sebastián, Oviedo, Getafe and Parla.

More than 50,000 euros per year

The mayors of 225 municipalities receive salaries of over 50,000 euros gross per year. All of them have exclusive dedication to their position, except in the case of three municipalities: those of Ponferrada (León), with 59,380 euros; Castellón de la Plana (Castellón), with 52,867 euros, and Salou (Tarragona), with 52,250 euros.

The salary of most Spanish mayors is, however, much more modest. 53% receive less than 20,000 euros per year. One hundred of them have exclusive dedication. The rest, partial dedication, that is, can reconcile the position with another job.

There are 538 mayors who receive less than 1,000 euros a year for their work. Among them there is none that declares exclusive dedication. In the vast majority of cases it is not a salary as such, but assistance and other perceptions, ie, diets for attending plenums, for example.

The councilmen with higher salaries

The data that the Ministry of Territorial Policy publishes today also includes the salaries of the councilors of the municipal corporations. Those who receive higher salaries are 14 councilors of the City of Madrid, with amounts ranging between 99,868 euros and 83,743 euros. Just behind there are six councilors from Bilbao, who are around 83,000 euros per year. Four other councilors of Madrid receive 82,000 euros.

The autonomous communities and local entities are obliged to send a set of information on the expenses of the personnel at their service, including the remuneration received by elected officials.

The information published today includes the perceptions of the elect offices of 52 councils, councils and island councils. It is also possible to know the salaries of officials, by installments. The data comes from the Salary Information System Administration Posts (ISPA), the platform where they are collected centrally.
