The Ministry of Education and Vocational Training has prepared a draft law on educational reform without completing the consultation of the educational community, which is, in general terms, a return to the old socialist LOE and Logse. The reform gives more power to the autonomous communities in matters such as schooling in the co-official languages, subtract weight to the teaching of Religion and eliminates the shielding to the concerted school suppressing the concept of "social demand". These are the main lines of the reform proposed by Isabel Celaá.
The Ministry of Education wants to eliminate what it considers the "most harmful" aspects of this teaching. Thus, there will be no alternative subject to Religion, as it happens now, it will not count for the average mark at the time of making the EVAU or selectivity, nor will it be for scholarships. In Baccalaureate it loses weight and ceases to be a specific subject, although it is not detailed if it will be considered optional. What becomes mandatory and scoring is the matter of Ethical Values, which many believe can be a return to Education for Citizenship.
The evaluations will continue to be done on a sample basis, as it has been up to now, although every two years, at the end of the 6th grade of Primary and 4th of the ESO. The Ministry believes that with these tests that are made only to a certain number of centers, it is possible to know the state of the educational system and to orient the management measures of the control and public policies. Nonetheless, it maintains the evaluation culture of the Wert Government establishing the obligation for all Spanish centers to make evaluations in 3rd or 4th year of Primary Education and in 2nd year of ESO, although without academic effects. However, it will prohibit the use of the results obtained to classify the centers. The "revalidations" or examinations that serve to title, are suppressed.
Language of the vehicle
The educational reform proposes to return more powers to the autonomous communities that have co-official language to determine the content of the subject. They are the ones who will decide what is done in Catalan class or in which language a student is examined. Thus, it incorporates the sentence of the Constitutional Court of February 2018 that annulled the obligation for the Generalitat to pay the parents the expenses derived from wanting to school their children in Spanish and endorsed the linguistic immersion in Catalan. It returns to the regulation that the LOE made about the determination of the curriculum (55% -65%).
Education has a plan for students who leave the system without finishing ESO. Thus, it provides "facilitate an individualized guidance plan in order to continue its training process, including all options and possibilities," says the ministry's project.
As the Minister of Education had previously advanced, the aim is to eliminate the principle of "social demand" from the regulations. That is to say, the arranged centers, generally very requested, will not be able to expand their places even if they receive more demand. It also specifies that mixed schools will have priority when receiving public subsidies, instead of those that educate children in separate classrooms. It will eliminate the reference in the regulation that specifies that sex-differentiated education "is not considered discriminatory by gender".
For the repeaters there will be an individualized plan, although the ministry also foresees the need to organize and adopt ordinary educational measures prior to repetition. However, the measure must be decided collegially by the evaluation board.
They are eliminated to avoid the double way in the fourth year of the ESO so that there is an identical degree.
