The PP vetoes in the Senate the deficit path of the Government

The absolute majority of the PP in the Senate, to which have been added the votes of Cs, UPN, Bildu, Canary Coalition and Asturias Forum, has used the veto capacity in this House to reject and return to the Government the deficit path approved by Congress last week and that contemplates a public deficit of 1.8% for next year, five tenths above the current target.

Specifically, the Senate Plenary rejected the path of deficit with 150 votes against PP, Cs, UPN, Bildu, Canary Coalition and Asturias Forum, compared to 97 votes in favor of PSOE, Unidos Podemos, ERC, PDeCAT, PNV, Compromís and Gomera Socialist Group, and one abstention from Agricación Herreña Independiente.

During her intervention in defense of the path of deficit, the Minister of Finance, María Jesús Montero, has criticized this Thursday the "blocking roll" and the "Chinese on the road" of the PP and Cs with its "pinza" in the Senate to the path of deficit, approved last week in Congress, because it constitutes a "policy" of scorched earth "that prevails the" partisan "interest".

Montero has warned that returning to the deficit of 1.3% in 2019 entails an adjustment of 18,000 million, lower investment than desired, will affect the autonomous communities and will make the Social Security raise the contributions to meet the lower income.

The government got on Thursday in Congress enough support to move the deficit path forward with the second attempt, with 176 votes in favor of PSOE, Unidos Podemos, ERC, PDeCAT, PNV and Compromis, against 168 votes against PP , Citizens, Eh-Bildu, Asturias Forum and Canary Coalition.

This same path, rejected by the Upper House in July, raised the deficit for next year to 1.8%, for which it offered a budgetary margin of 6,000 million euros, after having obtained the Government to recover the block of the partners of the motion of censure.

The vote on the objectives is the prelude to the approval of the bill of the General State Budget for 2019, which the Government plans to approve in the Council of Ministers and send to Congress next January..

The spokesman of the PSOE in the Senate, Juan María Vázquez, has criticized that PP and Cs "are going to vote against this country" and of public services, and has defended that the path of the Government entails the reduction of deficit and debt, at the time that has questioned the criticisms of the PP by the increase of some budgets when the Government of Mariano Rajoy raised "40 taxes".

On the other hand, the spokesman of the PP in the Senate, Ignacio Cosidó, has argued that the rejection of their formation to the path is because the 'popular' do not want to be "accomplices" of "a government that is willing to do everything to continue governing" and to avoid that at the time of the economy's cooling Influence on spending policies that lead to greater deficit and the return to "bankruptcy".

In addition, he said that the PP are not willing to Pedro Sanchez "finance the longest electoral campaign of democracy" with the 6,000 million margin, while warning that they will not accept "in any case" that cut investments in regions such as Melilla or the Canary Islands so that Sanchez fulfills its commitments "that it acquires in secret with Torra".

Therefore, since the "democratic legitimacy" has defended his "no" to the path, making harsh criticisms of the Government's negotiations with the independence that put at risk "coexistence and the constitutional framework."

"The vast majority of citizens feel outraged when the president agrees to sit down and talk about the right to self-determination," Cosidó has said to the socialist bloc, who has predicted the "failure" of the negotiations with the separatists because "they are not trust ".

The Senate's rejection of the deficit path will force the Government to approve the 2019 budgets in mid-January with the path of stability of the Executive of Mariano Rajoy, which contemplates a deficit of 1.3% for next year.

The current Budgetary Stability Law grants the veto capacity to the upper house, which is why the Government agreed to modify this law and the PSOE and several other groups registered an initiative to change the Stability Law.

However, the majority in the PP and Citizens Congress Bureau makes these formations, contrary to the modification, have in their hands to continue extending the deadlines to submit amendments. After overcoming two debates in the Plenary, this initiative is waiting to receive its amendments to the articles.
