The Basque Nationalist Party (PNV) will vote in favor of the sixth extension of the state of alarm that the Government will raise next Wednesday in the Congress of Deputies, according to the agreement signed this Saturday with the Executive.
This agreement establishes that the competent authority delegated for the adoption and execution of measures in the third phase of the de-escalation plan of the covid-19 pandemic will be exclusively the president of the autonomous community.
As reported to Efe by PNV sources, the agreement, which was reached after the meeting between the PNV president, Andoni Ortuzar, and the first vice president of the Government, Carmen Calvo, includes a point, at the request of the Basque Group.
This point indicates that "the competent authority delegated for the adoption, suppression, modulation and execution of measures corresponding to phase III of the de-escalation plan will be, in exercise of its powers, exclusively the one who holds the presidency of the autonomous community", except for measures related to freedom of movement that exceed the scope of the territorial unit of each autonomy.
They have also negotiated the content of the agreement, in another meeting, the Secretary of State for Relations with the Cortes, José Antonio Montilla; and the spokesmen for the Basque Government, Josu Erkoreka, and the PNV in Congress, Aitor Esteban.
The autonomous communities will be able to propose to the Minister of Health, according to sanitary and epidemiological criteria, the overcoming of phase III of the de-escalation in the different provinces, islands or territorial units of their community and, therefore, "their entry in the new normal. "
The pact specifies that, in the case of the Basque Country, the territorial unit will be the whole of the Autonomous Community, and not the territories.
This agreement is in addition to the one also reached today by the Government with Esquerra Republicana de Catalunya (ERC), whose Permanent National has decided this afternoon that the deputies of his group abstain in the vote next Wednesday.
In exchange for the abstention of the Catalan republicans, the Executive has promised that this is the last extension of the state of alarm and that the Generalitat, as well as the other autonomies, can participate in the management of the reconstruction fund of the European Union , which is still being negotiated.
The President of the Government, Pedro Sánchez, is finalizing the negotiations with the different groups of the Congress to seek support for what is considered the last extension of the state of alarm in Spain, for 15 more days.
