Public policies are defined as the projects that the State defines and executes through a government and a public administration with the purpose of satisfying the needs of society. In this way, public action takes shape in sectors or areas of activity and political bodies that lead and execute them. Thus, in this way, the governmental structure has Secretaries of State for Trade, Tourism, Migration, Social Security, Energy, Environment …

In our country, however, a sector of State activity has traditionally been orphaned: mobility. And within it, urban mobility. The municipalities and companies have it clear and have begun to play the game: traffic restrictions, motosharing, increased public transport, the scooters, the bicycle rental system … However, the reality is that they are alone. They do not have references, indicators, a strategy or leadership at the state level. There is no White Paper, a catalog of measures, a multi-year Plan approved in the Council of Ministers, a telephone to call …

Several elements or «ingredients» show that the political moment of mobility has arrived and that, as a country, we should have a minimum set of strategic decisions that will help us plan a medium-term future. First, pollution. Transportation is one of the great producers of pollution. The State must draft the script and transfer to its citizens security and foresight: the road of diesel, the model of incorporation of alternative energy or the taxation of public transport should be written and explained. Electronic commerce is the second piece of the puzzle. For 40 years we built shopping centers to go to them en masse and now it is the shopping centers that come to our home through e-commerce. To go for the merchandise to which the merchandise comes home. New methods of displacement are a third factor. Could anyone imagine that 2018 brought us the User Association of the Electric Scooter? Technology brings us the fourth element: internet and new computer equipment take us home videoconferencing, teleworking and the possibility of reconfiguring schedules. Finally, the use and not the property are presented as the fifth piece: renting, sharing or leasing are leaving behind the traditional vehicle-driver property relationship.

There are no referents, indicators, a strategy or leadership at the state level. There is no White Paper, a catalog of measures, a Pluriannual Plan, a telephone to call …

All this conglomerate draws a new panorama that could be defined as «the party of the road». After the appearance of the car at the beginning of the last century we believed that the car became our great solution and we gave it the road. Everything and everything we gave the car: 9 of the 12 meters of the street were for him (3 to pass and 6 to park). Only 1.5 meters on each side were reserved by the pedestrian. And not just for your enjoyment: "Every pedestrian must circulate on the sidewalk on the right in relation to the direction of his departure, and when he circulates on the sidewalk or left stride he must always give way to those who carry his hand and must not stop in such a way as to prevent passage on the sidewalk to others, unless it is inevitable to cross a pedestrian crossing or get on a vehicle ». So says the still current article 121.3 of the General Circulation Regulations … 100 euros for "stopping to chat on the sidewalk."

But the hegemony of the car is blurred and the "party" of the road is here to stay. And like every party, it promises. Although, like every party, some limits must be set. Public policy, strategy, political institution and a new norm of urban circulation will help us to enjoy it even more.
