The 80 pages of the education law that the Socialist Government leads today to the Council of Ministers aimed to end the Wert era. The Lomce managed to attract the almost unanimous rejection of the opposition and took the educational community to the streets. The reversal of some of its most controversial measures – Religion as a computable subject or itineraries for students from the age of 13 – is now in the air.

Stable financing It foresees an expenditure on Education of 5% of GDP, which groups must commit to maintain if they govern.

Education 0-3 years. Their schooling has to be addressed from an educational point of view, not family conciliation. Establishes a gradual plan to make it free.

Goodbye to early segregation. Education considers that with 13 years old (3rd year of high school) the scholar is not prepared to decide if two years later he is going to take a baccalaureate or FP. The itinerary disappears.

A plan for repeaters. One out of every three Spanish students has repeated at least once before the age of 15, three times more than in the OECD. The text establishes an individualized support plan, changing if differentiated contents or exams are required.

You do not have to repeat high school. The standard allows students to take failed subjects and enroll in subjects for the next academic year. In addition, if there is a consensus of the faculty, the student can hold a bachelor's degree with a failing. This measure has caused a stir but it is already applied.

More Philosophy. The Congress agreed that the History of Philosophy should be compulsory in the 2nd year of the baccalaureate. Communities would have to include Ethics in the schedules of a high school course. The Spanish Philosophy Network claims that it is in 4th ESO.

Religion. It would cease to be compulsory offer in schools in 1st and 2nd year of high school. I would not count for access to the University.

End of the single area. The standard argues that in the classification to enter a center prime proximity to the house of the child or the work of their parents. The left considers that the single district (no matter where you live to enroll in a school) favors who has the means to move to another place. At the points of admission, the presence of siblings in the center or family income would also be assessed. It does not contemplate that there is a discretionary point. Many concertados award a point to the children of former students, which prevents the hodgepodge of different social classes. The Generalitat Valenciana (PSOE-Compromís) has prohibited the application.

Places in the new neighborhoods. During the crisis in large cities, neighborhoods without public facilities were built, forcing families to enroll their children in centers to which the concert was granted. The law affects to offer places "especially in areas of new population".

"Balanced proportion of students". The bet is that the concerted centers (paid with public money) enroll more "students with specific need for educational support". In the 2015-2016 academic year -last data available- public schools welcomed 411,000 of these students, compared to 121,000 of the subsidized. 7.7% of the children of the public need help, compared to 5.8% of the private subsidized. Many of these are immigrants without a family network that can help them. There are 581,000 foreigners registered in public centers, compared to 97,000 in the concerted.

New types of concerted. The Government aims to end the "new concerted" which charges up to 850 euros per month "as the price of schooling". Advocates that subsidize centers located in depressed areas, those with "pedagogical interest" or those that operate as cooperatives.

Diagnostic tests In 4th grade of elementary school and 2nd year of secondary school students would undergo an exam to know their level, in order to guide educational policies. Their results could not be used to develop rankings.

More power for management. The Wert law slows down the autonomy of the centers, very restricted by the decisions of the Administration. The law incorporates a director in the commissions to elect others and forces them to receive specific preparation to practice. 40% of teachers have not received leadership training.

Teacher statute in one year. For years, all the groups have agreed that a text should be prepared that establish the whole career of the teacher, dfrom your initial training, to his career, incentives and evaluation.
