The Committee of Culture of the Congress of Deputies welcomed, at its own request, the first appearance in the lower house of the Minister of Culture and Sports, José Manuel Rodríguez Uribes, who made an advance of the priorities of his management for the legislature, most of them old sector debts that have been years behind. Among the pending tasks, the head of Culture referred to a new Sports Law, culminate the Statute of the Artist that was pending from the last legislature and enact a Historical Heritage law that updates existing. He also announced that he will seek to “favor” patronage in collaboration with other ministries such as the one of Universities and Science and that it could lead to a new Law. His most immediate tasks will also be the elaboration of a new Sports Law and the fight against doping. and the file and library scanning.
Rodríguez Uribes announced the creation of a National Intellectual Property Office as foreseen in the investiture agreements, but without specifying their competences: “We will continue to be vigilant so that from all areas it is acting cleanly, with respect to the law, also in the SGAE”, he claimed. In this sense, he also defended a “fair and sustainable environment for creators whose contents are exploited on the Internet”.
One of the novelties in which it was more specific refers to the update of the Spanish Historical Heritage Law and the most recent Safeguarding of the Intangible Cultural Heritage (2015), which will be modified by a new law that includes developments such as visual impact, the configuration of the cultural landscape and the inclusion of audiovisual and cinematographic heritage and underwater heritage as part of the historical heritage. “Spain is the country with the highest number of assets registered in the UNESCO Good Practice Registry, the last of the projects approved being the“ Our Lady of Las Mercedes ”, which includes the legal case won in all judicial instances by the State in front of the company Odyssey Marine Exploration, ”recalled the head of culture.
In this ambit, Spain and Mexico will undertake a joint archaeological campaign this year to continue locating the remains of the Nuestra Señora del Juncal ship, one of the two flagships of the New Spain Fleet sunk off the coast of Mexico in 1631. As announced by the minister, the new campaign, which will be carried out for ten days in spring, will be co-financed by both countries and will feature Spanish participation, with a team from the National Museum of Underwater Archeology (ARQVA). On the other hand, an exhibition will be organized jointly in Spain and Mexico, based on our shared history.
Regarding the audiovisual sector, Rodríguez Uribes stressed that this audiovisual is digital and announced the creation of a Spanish digital hub (an activity center). “We are already working with Economy, Finance, Industry and Foreign Affairs that favors and enhances our immense possibilities as a country in this area, including series and video games,” he announced. “We want to open a new stage for our cinema and audiovisual, in collaboration with the Autonomous Communities. We are starting from now on the path towards a new model of aid that places special emphasis on gender policies and the internationalization of our cinema, thereby favoring co-productions and quality films with international potential, ”said the head of Culture, who He added that the modification of the bases for access to aid for the production of feature films and short films is already underway. Another of the novelties will be produced with respect to the National Film Library, with the aim of recognizing the audiovisual heritage and the function of the film libraries as the institutions that preserve it, providing them with a statute similar to that of the National Archives and Museums.
