The lack of agreement in the Government stops economic aid

The draft of the alarm decree of the Government of Pedro Sánchez establishes a series of measures that affect the economic, business and transport fields. However, the document does not contain a single financial aid action for those affected, beyond the deferrals and lines of credit announced a few days ago. Sources close to the Executive have pointed out to LA RAZÓN that the decree comes out without strictly economic measures because its preparation has legislative processes that must be strictly observed, which will not be ready until next Tuesday. However, this newspaper has learned that there is another more mundane reason for this delay: the confrontation between PSOE and Podemos ministers. And not only when determining what economic and fiscal measures should be taken, but because the communist representatives believe that Sánchez has consciously cornered them in this crisis and robbed them of any amount of prominence, since the president has created a crisis cabinet made up of four ministries with socialist incumbents: Presidency, Health, Interior and Finance. None of them are under control, something that has greatly upset Pablo Iglesias, who has demanded greater media participation these days and has been denied. This new situation of confrontation once again puts stress on a government plagued by the country’s exceptional state and by the division among its ranks.

At least in the face of public opinion, they have managed to agree on an action plan with direct measures that are included in the draft of the state of alarm, among which the following stand out:

Business intervention

The competent authorities may agree the intervention of companies or services, as well as the mobilization of the security forces and bodies of the State and the Armed Forces in order to ensure the proper functioning of the food supply. Furthermore, the State may intervene and temporarily occupy industries, factories, workshops, farms or premises of any nature, including privately owned health centers, services and establishments, as well as the pharmaceutical industry, with the aim of ensuring the supply of goods and services necessary for the protection of public health. On the other hand, the necessary measures will be adopted to guarantee customs transit at the points of entry or border inspection points located in ports or airports. In this regard, priority products will be addressed. When necessary for security reasons, you can agree on the accompaniment of the vehicles that carry the transport to allow the distribution of food from the origin to the commercial establishments for sale to the consumer, including warehouses, logistics centers and destination markets. You can also establish sanitary corridors to allow the entry and exit of people, raw materials and processed products destined for or coming from establishments where food is produced, including farms, animal feed factories and slaughterhouses.


In public transport services for road, rail, air and sea passengers that are not subject to a public contract or public service obligations, transport operators will reduce the total supply of operations by at least 50% (option: 40% -60%, taking into account that with the reduction in the number of tickets that can be sold per vehicle, total mobility will be greatly reduced).

State-owned public passenger road, rail, air and sea transport services that are subject to a public contract or public service obligations will reduce their total offer of operations by at least the following percentages:

  • Commuter rail services: 50% (option 40-60%).
  • Medium distance rail services: 50% (option 40-60%).
  • Medium-distance railway services-AVANT: 50% (option 40-60%).
  • Regular road passenger transport services: 50% (option 40-60%).

Autonomous or local competition public road, rail and maritime passenger transport services that are subject to a public contract or public service obligations will reduce their total offer of operations by a percentage of not less than 50% (option 40-60%) , which may be modified by resolution of the Minister of Transport, Mobility and Urban Agenda.

In relation to all means of transport, operators of passenger transport services remain required to carry out daily cleaning of transport vehicles, in accordance with the recommendations established by the Ministry of Health. Online ticket sales systems must include a sufficiently visible message during the ticket sales process in which travel is discouraged except for reasons that cannot be postponed. In order to guarantee adequate distance between travelers, in those services on the ticket grant a seat or cabin, transport operators or ticket marketing channels may only offer one third of the seats for sale available maximums.


Employers, both public and private, will be obliged to provide measures that allow the employment or civil service of employees by non-contact means whenever possible. Travel to the workplace is permitted to carry out your work, professional or business provision.


The competent authority may adopt the necessary measures to guarantee the supply of electrical energy, petroleum products, as well as natural gas, and said supply.
