The iPhone 11 records the location even if it is disabled

Security researcher Brian Krebs recently published an article explaining that Apple's models of iPhone11 and iPhone 11 Pro register always the Location of the user without warning unless all geolocation services are disconnected. The company took a while to give an explanation, but said it is a novelty derived from use of the ultra-wide band of communications. The use of this band is not allowed in some places, and the devices use the location to enable or disable the use of that frequency. Apple also assured that location data does not leave the device and privacy is respected of the users.
