The innovative industry demands a greater role in the economic recovery plans after the Covid-19 health crisis. In a joint manifesto of the Innovative Business Forum (FEI) and the IND-I public-private collaboration community that promotes, among others Carlos Ruiz, federal secretary of Industry of the PSOE and mayor of Viladecans (Barcelona), the Government is asked to occupy a central place in the planning and orientation of the Spanish economy, the industrial commitment, the generation of research and development (R&D) useful for society and promoting innovative entrepreneurship.
The two organizations, which bring together representative representatives of innovation in Spain, both industrial and academic and institutional, propose the creation of a National Council for Innovation and Research and Development (R&D) and an Agency for Digital Transformation and the Ecological Transition of Industry, an active and autonomous public body that They propose that it have its own budget. Although both agencies would report directly to the Presidency of the Government, the figure of the agency would provide them with greater management agility.
Advisory Group of the Presidency
These proposals aspire to be framed in the agreement for the social and economic reconstruction of Spain between political forces and social and economic agents. According to the joint manifesto of the two forums, the National Council for Innovation and R&D that they propose consists of the creation of an advisory group for the Presidency of the Government for the preparation of a story and country strategy in favor of innovation and R&D.
In the same document, those involved in the industrial innovation in Spain They advocate that policies that favor the generation and sharing of knowledge with the business, academic and social fabric be discussed, promoted and evaluated so that they are a fundamental pillar for social and economic reconstruction. In this organization, the proponents point out that “There would be a place for entrepreneurs, large companies, SMEs, academics and executives from various ministries”.
The manifesto also highlights that one of the Council’s objectives is that investment in R&D, adding private and public, approach the percentage of spending on GDP of the European average. To achieve this, they propose setting a State policy that integrates R&D, but also all other modalities and sources of innovation within the framework of a utility-oriented policy for society of what is investigated. They also demand that it be integrated with what other territories do and that it be the main part of the solution to this crisis. In this sense, they affirm that the Council would only have effectiveness with support and alignment of agencies, public and private organizations that already exist in the innovative ecosystem and in civil society.
A new Agency
The other great newly created body proposed by companies and the innovative community is the Agency for Digital Transformation and the Ecological Transition of Industry, «which should have own budget allocation and take an active role in the creation of economic value, social and ecological, through the definition of a few strategic missions, in line with the policy of the European Union, that bring together the various sectors and actors necessary to generate innovation and growth ».
The manifesto advocates that the industry has more weight in the Spanish economic model and that the access of our country is thus reinforced to basic products, not only energy and defense, but also technology, health products and food. The signing groups assure that «It would be an interdependent industry, connected to global and local production chains, but resilient and adaptable to different situations. “
On the other hand, they defend that it would be opportune to increase the culture and entrepreneurial training at all educational levels and adequately finance the ecosystem of entrepreneurship and innovative SMEs, «In a framework of open innovation shared with companies tractors located in Spain ». For the signatories, the new agency “would achieve maximum efficiency if it had a Business Council and a direction with broad autonomy.”
The manifesto initially raises six missions, focused on health economics, a fair, healthy and environmentally sustainable food system, sustainable mobility, sustainable construction, a creative and entrepreneurial society and sustainable, digital and responsible tourism.
