The INE will save one hundred million by exploiting data from companies and the Administration

The National Statistics Institute (INE) prepares a revolution in its procedures to modernize them and save resources that allow them to invest in developing their technology. This is included in a document that is available to INE employees and to which ABC has had access, which describes the strategic axes for the coming years. The INE intends to conduct fewer surveys and exploit with greater determination the data obtained by other administrations, in addition to using those collected through web page tracking techniques – such as “web scraping” and “scanner data” in the IPC – or in collaboration with private companies – for example, with a agreement with El Corte Inglés and Alcampo to calculate the CPI and obtain the data directly from the source. A string of initiatives with which he wants to save about one hundred million euros in the coming years.

All this follows the trends of the European institutes, and the INE itself, which has been developing initiatives for years to promote the use of new technologies. The savings will not result in a reduction of the agency's budgets, they point out from the institution, but it will go to greater technological investments at the INE, which have already started with initiatives such as displaying web maps.

Changes in future oppositions

As stated in the "Report on measures to rationalize the work of statistical production of the INE", the objectives are to reduce the necessary collection resources "either from staff of delegations or from outsourcing", in addition to reducing the workload of informants and of the "necessary resources in the central services". Thus, the intention is also to modify the selection criteria in future job calls for new profiles to have mining and data analysis skills, giving more muscle to the so-called «Big data». There will be no reduction in staff but current tasks will be redirected.

Thus, the big difference will come from the exploitation of the data that the Administration of the citizen already has to elaborate the future statistics and resort less to surveys. The Tax Agency, the Ministry of Labor or the Cadastre are some of the agencies that will collaborate most with the INE. For example, for the future Population and housing census that will be done in 2021 (done every ten years), the plan is to do it «fundamentally »through administrative records With less use of surveys to save 78.2 million compared to 2011.

Mobile scanning

In the case of the Family Budget Survey, which used to deliver the well-known «notebook»To the respondents so that they write down all their expenses, the obtaining of information by means of the mobile will be promoted, with scan of tickets that facilitate the work to the citizens who collaborate.

As for the crown jewels, the EPA –Which has been done since 1964– and the CPI, the province was originally established as the sample perimeter for obtaining the data, however, the European regulations and the INE itself in its objectives now raise the sample size to the autonomous area. That is why the INE is going to «Rethink the sample sizes of both operations», complying with European regulations but reducing the size, although there will still be a minimum sample per province.

The EPA will also use Social Security and SEPE information to know the number of people over 16 registered in employment records instead of going to the survey. In any case, from the INE they point out that there will be no rupture of the historical series neither in the EPA nor in the IPC, in addition to that in no case will the information worsen, but the intention is to improve it within European regulations.
