The Government will modify the Land Law to prevent anyone from resorting to an urban plan, as has happened until now. Through the so-called "public action" - whose origins date back to the Francoist land law of 1956 - if someone detects an irregularity or urban infringement, they can take it to court without having to be involved, because urban planning is considered to be a a matter of common interest.
