Treasury proposes to the unions in the negotiation of the new public employment offer 13,000 new places and 8,500 internal promotion
The Government and the unions are negotiating the new public employment offer for this year, which can reach some 21,500 places for this year. If the first proposal put on the table by the Ministry of Finance was 20,000 places, the department headed by María Jesús Montero has already agreed for the moment to raise them to 21,500, a figure that is still subject to improvement, since today there is a planned new meeting. More specifically, the Treasury plans to convene 13,000 free admission positions and 8,500 internal promotion positions, to which would also be added nearly 4,000 positions for the stabilization of interims.
This is a lower offer than last year, when 23,491 positions were approved (13,982 new entrants and 9,509 internal promotions), which added to the previous decrees for the Armed Forces (1,920 positions) and for the Forces and Corps of State Security (5,034 positions), a record public employment offer for 2021 of 30,445 positions was recorded, 8.5% more than the 28,055 positions in 2020.
The unions, however, do not consider this number of places sufficient to cover the destruction of employment that has occurred in the Administration in the last decade and to face the wave of retirements that is taking place in a more than aging workforce.
From CC OO they described the proposal as "disappointing" since it does not respond to the needs of the organizations and does not allow to overcome the deficiencies in the management of the calls since 2019. For this reason, they demand a greater effort from the Government and warn that the current rate of staff loss, more than 60,000 jobs between 2011 and 2021, "puts the provision of public services to citizens at serious risk".
Opponents over 50
It should be noted, on the other hand, that the opponent's profile is changing. Thus, despite the fact that the majority are young, opponents over 50 years of age have doubled in the last two years, probably as a result of the pandemic, which took this group out of the labor market, which has a harder time reactivating itself. For this reason, more and more people choose to apply for a public position despite their age. Specifically, if in 2019 those over 50 represented 5% of the total opposition, they have reached 11.8% at the end of 2021, according to data published this Monday by OpositaTest in its annual survey of more than 5,000 opponents in active.
And the vast majority are women, 81% of the total, a percentage that coincides with the national average. 75% live in urban areas and one in four opponents over 50 years of age resides in Madrid, followed by Andalusia (20%), the Valencian Community (15%) and Galicia (9%). 97% have more than five years of work experience and 72% have children.
More than half have a university education while 41% have obtained a baccalaureate or FP.
