The Government has avoided this Thursday a parliamentary defeat thanks to the abstention of the PP. He has managed to move forward in Congress its decree law of urgent measures to support the industry. The standard includes the relief contract for this sector, a key piece that allows partial retirements in the factories and that the automobile industry claimed for some time. In addition to the PSOE, they voted in favor of the initiative in the Republican Esquerra Congress Plenary, PDeCAT, PNV and Nueva Canarias.
The problem came when Unidos Podemos y Ciudadanos announced that it was going to abstain. If the PP voted against, the relief contract and other measures to favor the industry with advantages in electricity costs, would have been left without seeing the light. But the PP, after a negotiation with the Government, decided to abstain, in spite of criticizing that the Executive did not previously negotiate the details of this plan.
The employer of the Anfac automobile celebrated the approval of the decree, because it believes essential the relief contract. This labor figure, which only the industry can use, allows partial early retirement and in exchange, the company can hire young people with lower salaries and with bonuses on contributions.
The law will be modified with amendments
The royal decree-law has been approved by 110 votes in favor, 226 abstentions and four votes against, one of them from Foro Asturias.

The relief contract, a saving for the industry
The possibility of reusing the relief contract to the factories comes after repeated demands from the industry over the last two years and, especially, from car manufacturers, who used that model as one of their spearheads to improve competitiveness. The last collective bargaining agreement between employers and unions emphasized the need for reform. Both parties considered it necessary to return to the preconditions for 2011, when the Government introduced amendments to the Pension Law with the aim of lowering the incentives for partial retirement accompanied by a relief contract, considering that it was a measure that had a considerable impact in the resources that came to the Social Security box.
As stated in the economic report of the royal decree law, the cost of this measure for Social Security will rise in total to 1,778 million euros between 2019 and 2026. Its use has been very restricted: the first and most important is that the relief contract can only be used when the worker who requests it is from the manufacturing industry and their tasks require physical effort or a high degree of attention. It also requires that the company has 70% of permanent employees in its workforce. In addition, the worker who benefits from partial retirement must have worked in the company for at least six years before. And you must prove a contribution period of 33 years. Finally, the salary of the reliever can not be 65% below the pension of the retiree.
