The Council of Ministers has approved the National Strategy against Energy Poverty 2019-2024, which concludes that it is necessary to elaborate a new social bonus, which must be automatic and cover all sources of supply, both electric and thermal, including air conditioning in certain climatic zones, hot water and kitchen.
The National Strategy, divided into four lines of action and with 19 measures, indicates that although the income criterion will be the basic principle, a set of questions will be taken into account depending on the situation of the recipients or their family unit, or the climatic zone where the dwelling is located.
The Ministry for the Ecological Transition has underlined in this regard the climatic disparity that exists in Spain, which can lead to the same province concentrating different climatic zones. For example, in Almería the climatic differences between municipalities can reach 100% according to their level on the sea.
To apply this new social bonus, the need to have a coordinated management with other public administrations is emphasized. Therefore, it is sought to implement that all administrations have a relevant role, which they will exercise in a coordinated manner within the scope of their competences.
The text also reviews the difficulties and obstacles presented by the current configuration of the electric social bond, which in 2018 it was complemented with a thermal bond to help defray heating costs during the winter.
