The Council of Ministers has adopted an agreement that establishes the criteria for the application of the extension for 2019 of the General State Budget of 2018, in accordance with the provisions of article 134 of the Spanish Constitution, which states that a new Budget Law has not been approved on January 1, the General Budget of the previous year will be automatically extended until the approval of other public accounts.
In this way, the agreement specifies that the extension will not affect the credits for expenses corresponding to actions that end in the year whose budgets are extended and for obligations that are extinguished in it.
Likewise, it provides that the organic structure of the extended Budget be adapted, without altering the total amount, to the administrative organization in force in the year in which the Budget is to be executed.
In this way, the State budget that is extended for 2019 amounts to 277,933 million euros, while the budget of autonomous agencies dependent on the Central Administration total 38,949 million euros, a total of 316,882 million euros.
Thus, the 2018 Budgets are extended from January 1 of next year, pending the Government to present in mid-January the new public accounts, for which it does not yet have the necessary support. As an advance to these new budgets, the Executive has approved different decrees laws to raise pensions, the salary of officials, the Minimum Wage Interprofessional or the maximum contribution and the self-employed, among other measures.
