The Government approves 100 million euros to attract "scientific talent" | Science



The Council of Ministers approved on Friday, December 7, a game of 101 million euros to attract "the best talent" scientist, at the proposal of the Minister of Science and Universities, Pedro Duque. Government sources foresee that 830 contracts will be able to materialize with this item.

The 101 million euros, 15.4% more than in 2017, will be used to hire 830 researchers and support technicians, compared to 805 last year. Specifically, the government's spokesperson, Isabel Celaá, said at a press conference after the Council of Ministers that the aid will be directed to help the Ramón y Cajal program, which has a budget of 61.7 million euros; to the Juan de la Cierva program, with 31 million euros; and the technical support staff to the laboratories, with 7 million.

For its part, the Secretary of State for Universities, Innovation, Development and Innovation, Ángeles Heras, explained to Europa Press that "there is a million more" to do industrial doctoral theses. "There are 100 million directed to all scientific areas, and in the Juan de la Cierva program we have extended the contracts from two to three years," he said.

200 'Ramón y Cajal'

The objective of this aid is to finance and incentivize, through calls in competitive competition, "the training and specialization of human resources in R & D + Ie boost their labor insertion, both in the public and private sector, as well as facilitate international mobility and mobility within the public sector -universities and research organizations- and between it and companies, "the Ministry says in a note.

Specifically, the State Research Agency will convene 200 grants for contracts Ramón y Cajal 2018, compared to 175 of previous years, endowed with 61.7 million euros, 14.2 percent more than in 2017. The purpose of these grants is to promote the incorporation of Spanish and foreign researchers with an outstanding career in R & D centers.

The annual support for each of the five-year contracts of these doctorates is 33,720 euros and will be used to co-finance the salary and the Social Security business fee for the researchers hired during each of the annuities.

In addition, an additional aid of € 40,000 will be granted for each researcher hired to cover expenses directly related to the execution of their research activities. The help for the creation of permanent jobs will consist of an allocation of 100,000 euros for each position.

Regarding Juan de la Cierva – Formation, the annual support to co-finance each one of the contracts will be 25,000 euros, with the maximum amount destined for this action being 11.2 million euros.

The support to the technical personnel of support to the I + D + i, that will have a duration of three years, have like objective the hiring labor of technical personnel of support in organisms of investigation. This personnel will be in charge of the management of equipment, facilities and other R & D & I infrastructures to increase and improve the performance and performance of the scientific-technological infrastructures, with an amount of 7 million euros.

The annual support to co-finance each one of the technicians hired will be 13,000 euros, in the case of university graduates; and of 12,000 euros in the case of a senior technician, within the framework of the professional training of the education system.

Finally, the aid to the program 'Juan de la Cierva-Incorporación', endowed with almost 21 million euros, aims to encourage the employment of young doctors, to strengthen the skills acquired during a first stage of postdoctoral training.

For this program, 225 grants have been summoned with a duration of three years each, increasing an annuity with respect to the previous year's calls. The annual support for each of the contracts will be 29,000 euros and, as in the preceding cases, will be used to co-finance the salary and the Social Security business fee for the researchers hired during each of the annuities.

In addition, an additional grant of 6,000 euros will be granted for each researcher hired to cover the expenses directly related to the execution of their research activities, once incorporated into their job in the R & D Center.
