The collection for actions to combat tax fraud exceeded 15,000 million euros in 2018 and grew around 1.4% compared to 2017, according to the director of the Tax Agency (AEAT), Jesús Gascón, on Wednesday.
Gascón has appeared in the Committee on Budgets of the Congress to break down the public accounts of 2019 destined to his organism and has indicated that the AEAT foresees to boost for the next financial year the card payment to comply with the tax obligations. He also explained that since the campaign began in 2015 to monitor the tax fraud for real estate performance and until 2018, about 120,000 taxpayers have declared new rentals. The collection from the fight against tax fraud will exceed in 2018 the 14,792 million reached in 2017 and will represent the highest figure since 2016 when 14,883 million were entered, as in 2015 the collection was 15,664 million. The director of the tax agency has stressed that the strategy of prevention and control must be global but that has highlighted that these alerts in the IRPF campaign are relevant for taxpayers "do not make mistakes".
He pointed out that this plan will be reported in the rent campaign next April and has stressed that only very probable and contrasted information will appear in the draft. He also pointed out that it is being studied to incorporate the possibility of payment by card on the AEAT website for all taxpayers, which benefits citizens who can expedite the declaration deadlines, since direct debits obliged to make the payments with advance.
In relation to the information of bank accounts abroad already provided by more than 100 states, the general director of the Tax Agency has said that 1.5 million accounts have been obtained but that these are data that must be refined to identify the taxpayers and exercise control. However, it has advanced that to date more than 100 inspections have been initiated for the anticipation of serious breaches.
Gascón has been convinced that the tax revenues for 2019 foreseen in the Budgets this year are feasible.
He explained that tax revenues at the end of last year reached 208,600 million euros after one month of December "better than expected" which means an increase in 2018 of 5.9% in homogeneous terms compared to 2017. An increase that has been achieved, he said, with a macroeconomic picture with a similar profile to the one predicted for 2019, which is why he said that "it is not risky" to say that the rate of income growth will be similar and "the growth curve to which We arrived in 2018 will move to 2019. "
The director of the Tax Agency has indicated that if the collection of 2018 is multiplied by a "conservative" income growth, such as 5%, the total would amount to 219,000 million (224,500 million if the income growth was greater than 5%). 5 %). Some figures to which should be added 4,200 million for the change of the payment of VAT in the Immediate Information System (SII).
On the other hand, has reiterated that the control of the income that will provide the new taxes (financial transactions and digital services) is "complex" since the transactions can follow the example of this tax in France but not in digital There are comparable situations. He recalled that the Spanish tax is different from that proposed by the European Union because Spanish has been configured taking into account the weight that Spain has in the use of digital platforms with respect to other European countries and not with respect to the weight of its GDP .
In addition, the Spanish tax is levied on intra-group transactions (which the European rate does not do) and is imposed on multinationals with lower business figures, 3 million. With these data Gascón has estimated that the collection would be in the vicinity of 1,200 million euros.
