The contract with RR7 has its origin in a message that Conrado Domínguez sends, as Technical General Secretary of the Ministry of Public Works and member of the Health Emergencies Committee, to the then Director of Health Economic Resources,
Ana Maria Perez.

Both the Anti-Corruption Prosecutor's Office and the Audience of Accounts focus on this Emergency Committee, its operation and its legal architecture.

In its opinion proposal, the Court indicates that "the checks carried out have revealed that there is no agreement of the Governing Council creating the aforementioned Committee, despite the fact that it was announced on the website of the Government of the Canary Islands that it had been created and that 'de facto' acted «as
consultative and advisory body to the presidentfor the subsequent adoption by the Governing Council of the measures and decisions in the health field that are necessary to combat covid-19, but it has not been created as a collegiate body in the terms determined in article 15.3 of the Law 40 / 2015, of October 1, on the Legal Regime of the Public Sector».

The Audience of Accounts adds that this apparent limbo in which the Emergency Committee found itself "contrasts" with the fact that
in 2014 the Government itself had created, by decree, an executive committee for the preparation and response to emergency health situations, as a decision-making and executive collegiate body attached to Health.

As reported in 2020 by the Government, the Emergency Committee was chaired by the Chief Executive and had the Ministers of Health, Public Works, the Presidency and the Treasury, as well as the Vice Ministers of the Presidency and Communication.
Conrad Dominguez, de facto number two in Public Works, joined it at the first meeting. After the dismissal of the Minister of Health
Theresa Cruzthat Council remained in the hands of Julio Pérez, with Antonio Olivera as director of the SCS.
