Fomento will speed up the legal term available to bring to the Congress of Deputies for validation the royal decree-law that regulates the activity of rental vehicles with driver (VTC). The norm was approved by the Council of Ministers on September 28 and, according to the law, must be endorsed by the Lower House within a maximum period of one month. The ministry led by José Luis Ábalos will take it to Congress three days before the limit is met, on the 25th, as confirmed by a spokesman for Development LA RAZÓN.
Although sources of the Socialist Party assure that, to day of today, it is difficult to know the sense of the vote of the rest of parties, also they consider that the negotiations "go well". The key to the endorsement of the norm seems to be the nationalist parties again. The Socialists take for granted the vote in favor of Podemos, with which they would add 151 votes in favor, and do not consider closed any option with respect to the nationalists. "In this case, I think they are analyzing the decree exclusively, without going further," they say in the thread of the possibility that groups such as the PNV, ERC or PDeCAT request counterparts of another type in exchange for lending their support to the Government with the VTC.
With regard to Citizens and the PP, the sensations are worse in regard to orange training. They claim that the desire of Albert Rivera's party is the total liberalization of the sector and that, for this reason, the regulation devised by the PSOE may not be to his liking. As for the popular, and although they say they do not know what the meaning of their vote will be, they warn that it would be "incoherent" not to support the decree. "We supported the decree-law that set the ratio of one VTC for every 30 taxis proposed by the PP Government because it was reasonable," these sources explain. And the PP, for "responsibility", should do the same now, they add. The truth is that, as now the PSOE, when the Popular Party was in the Government, was more likely to meet the claims of the taxi than in the sector of rental vehicles with driver.
The decree-law that will be discussed proposes to transfer the competences on urban passenger transport to the autonomous communities. These administrations will have within four years the power to limit, either directly or by delegation through the city councils, the number of VTCs that may work in the cities. The rest, they can only perform interurban services. The norm, nevertheless, grants an extension of four years so that all the cars of Uber or Cabify can continue working in the cities. Fomento understands that those who have to leave this area will suffer a serious impact on their business and offers these four years as compensation to recover their investment and, after the extension, if they consider it, leave the market.
