The institution has questioned in a devastating report the actions of the Railway Integration Companies (SIF), constituted by the Ministry of Public Works and territorial administrations to build high-speed stations in different cities. Works that, according to the Court of Auditors, at the end of 2016 were throwing an extra cost of 7.633 million euros.

«At the time of signing the agreements, it was foreseen that the integration actions would not generate a deficit. However, as of December 31, 2016, this situation was significantly different ", explains the Court of Accounts in your report. The agency also criticizes that, in many cases, that they have not quantified "the urban actions or the operational and financial costs of the SIF".

And is that for the AVE to reach the urban centers, normally these societies resort to the burying of the road. In theory, this costly action is financed by liberalizing land and offering it to private developers. But according to the Court of Auditors the income generated by this practice has been much lower than expected, which has triggered the deficit of the SIF.

"The future need for financing of all the agreements amounted -in 2016- to 2,049 million euros, being especially significant the deficit of Valencia Convention which, with 1,060 million euros, absorbed more than half of the global deficit », explains the institution in the report, called« Report on the Audit of the Activity of the Public Companies for Railway Integration Participated by Adif-Alta Velocidad ».

That is why the agency proposes to the Ministry of Development to study, along with the burial of the roads, "different alternatives, in which socioeconomic factors are taken into account; and that, develop financing plans for the railway integration actions in response to realistic criteria»

The institution, which has analyzed thirteen Railway Integration Societies, also questions the degree of execution of the actions included in the inter-administrative agreements. As of December 31, 2016, "only those relating to the Zaragoza agreement were practically finished". The rest, except Logroño, does not reach 50% of the programmed. In fact, in Almeria, Cartagena, Murcia and Vitoria 2% of the predicted is not reached.

In the case of Barcelona, ​​of the 2,167.07 million euros foreseen at that date for all the related actions in La Sagrera station, 1,514.89 million were pending execution, which represented 69.9% of the total programmed .
