The latest reform in the structure of different Ministries will cause significant internal coordination difficulties, with possible negative repercussions for the field Spanish in three specific areas: forest and fire policy, consumption and animal welfare. We are, therefore, faced with another problem that adds to the many and serious that the agricultural sector and that have caused the last wave of protests.
Initially, Luis Planas has lost forest and fire policy competencies, which were included within the General Directorate of Rural Development of the Ministry of Agriculture, Fisheries and Food. The Teresa Ribera Department takes care of them. In the end there has been a Solomonic solution because the fourth vice president and minister for the Ecological Transition does not take the irrigated policy, something to which her second aspired, the Secretary of State for the Environment, Hugo Morán, but Planas has had to yield in forest and fire policy. In the Ministry for Ecological Transition and the Demographic Challenge, the General Directorate of Water and the Spanish Office of Climate Change follow, issues of vital importance for the field, and another new General Directorate is created to which policy competencies are now incorporated forestry and fight against desertification; He is also competent in demographic matters and in the fight against depopulation, two very serious problems that afflict the Spanish agricultural sector.
Consumer skills will be a source of conflict. The Royal Decree that includes the organic structure of the different Ministries establishes that those of Consumption, Health and Agriculture will be coordinated to «Guarantee cohesive operation» of the Spanish Agency for Food Safety and Nutrition, whose competences have been divided. Finally, depending on the vice presidency he holds Pablo Iglesias the General Directorate of Animal Rights has been created. And there arises a great doubt, because part of their possible powers are now in the Ministry of Agriculture, which would lose them. This fact worries, especially in view of the profile of the owner that has been appointed for it, that it should decide what could happen with livestock focused on food production, both extensive, which would go more along the line of the provisions of the agreement signed at the time by the PSOE and We Can, like the intensive, with the macrogranjas around, which will be more in the spotlight.
Now it is time to negotiate how the distribution of competencies is carried out to nourish content to the newly created Directorate General and which are the ones that leave the Ministry of Agriculture. In this context, it should be remembered that the autonomous communities have transferred a significant part of the functions on animal welfare and livestock health. The same happens with those of forest policy, fires and consumption, so they will have to be counted as well and not invade their areas.
