In the opinion of the representative of the Basque Government, the new guideline "comes to correct an earlier instruction that should never have been produced due to its manifest inhumanity", referring to the protocol dictated in 2017 by the PP that only allowed the release of prisoners in terminal state.
Fernandez has indicated that now the Basque Government "expects and demands that this humanitarian criterion be applied without exceptions, under the principle of equality and non-discrimination."
