The shops of the communities that are still in phase 0 (Madrid, Barcelona and large urban areas of Castilla y León) can open from today without an appointment and, in addition, all the shops will finally be able to make sales, as long as there are no crowds, something which has been received by the sector with “contained” satisfaction.
According to the order published on Saturday in the Official State Gazette (BOE), in phase 1, in which 14 autonomies are found from this Monday, they will be able to open all commercial premises as long as they have a surface area of less than 400 square meters or limit that area to said square meters.
The latter was one of the big claims of chains such as Inditex, Mango or H&M, since they saw the possibility of opening their stores very limited as they all had large stores.
Also, the decision of the order of May 9 is modified by which the physical stores could not make sales to avoid possible crowds, so that finally they can be made.
Of course, Health has indicated that in the event of a large influx of people, the promotions must be immediately stopped “if necessary”.
The president of the textile employers Acotex, Eduardo Zamácola, has told Efe that before the final confirmation that discounts can be made, satisfaction is “contained” because, in his opinion, this is not enough.
Zamácola has insisted that merchants have to be able to carry out the promotions and sales they deem appropriate to be able to remove the two-month stock in which the stores remained closed and sold “absolutely nothing”.
After rejoicing in considering that it is “one more step” the possibility that businesses can open, even, even if they have more than 400 square meters if they limit an area, Zamácola has pointed out that more economic measures are needed because “liquidity” is not coming to trade.
He also highlighted the need to “normalize the purchasing relationship between customers and stores.”
In shops that open from Monday the security distance of two meters must be maintained, a very small number of customers will be allowed inside the premises at the same time and there will be a priority schedule for those over 65 years of age. In addition, collection systems may be established at the establishment.
In the case of street markets, the number of stalls will be limited to one third to facilitate the maintenance of the social distance of two meters.
SHOPPING CENTERS IN PHASE 2
The stores that are inside shopping centers will be able to open as long as they have access from the street, since both the centers and shopping parks will only be able to open from phase 2, which is accessed today by four islands: Formentera, in the Balearic Islands, and La Graciosa, La Gomera and El Hierro, in the Canary Islands.
The establishments and premises must establish systems that allow the count and control of the capacity, which must include the workers themselves.
The centers and commercial parks that reopen to the public must comply with the fact that the use of family toilets and lactation rooms are restricted to a single family and this must be controlled by their staff, and cleaning and disinfection must be carried out after use.
In the parking area, in addition to the continuous disinfection of the usual contact points and the hydroalcoholic gel made available to the customer, payment will be encouraged by electronic means without contact.
