Relay to the front of the elite unit of the Police that participated in the espionage to Bárcenas

The Central Operational Support Unit (UCAO) of the Police changes its chief in full investigation for espionage to Luis Bárcenas, an operation in which the Interior Ministry directed by Jorge Fernández Díaz in the Government of Mariano Rajoy involved this structure of elite, they have informed sources of the Corps. Commissioner Mariano Hervás served as number two of the UCAO when Operation Kitchen was carried out, allegedly destined to sabotage the judicial investigation on box B of the Popular Party.

Although part of the General Information Commission (CGI), the anti-terrorism service, the UCAO works for the entire Police. Its agents capture sources for the most relevant cases in the fight against terrorism or organized crime, manage the monitoring and listening systems and carry out the surveillance of the objectives, in addition to providing the rest of the units with information on companies, banks, teleoperators and institutions. .

With these characteristics, the UCAO has received "special orders" from different governments, as police sources admit. On June 13, 2013, Luis Bárcenas entered provisional detention and soon decided to throw the blanket over two decades of irregular financing in the PP. In full effervescence of the political brigade, a group of commanders dedicated to attacking the opposition, Operation Kitchen was launched, whose purpose was to find the documentation that the former owner could hide and that would harm the party, investigators suspect.

On the other hand, the main investigators in relation to that operation defend that their sole purpose was to locate the money hidden by Bárcenas and identify their frontmen. None of the works or conclusions reached by the police officers who participated in that assignment were brought to the attention of the judge of box B, Pablo Ruz, or the police officers of the UDEF who worked at his command. Hervás, which is not among those accused of spying on Bárcenas, will be incorporated in the coming days to a destination of lesser importance in the Higher Headquarters in Madrid, the sources consulted.

At the head of the UCAO for 30 years and also at that time was Commissioner Enrique García Castaño, charged in this piece and in others of the Tandem case, in which he is accused of allegedly providing confidential information to Commissioner José Manuel Villarejo, who later He used to make dossiers that he sold at millionaire prices. In recent years, García Castaño had as number two Mariano Hervás, who was head of the Special Monitoring Area (AES) and who replaced him when he was removed from his post at the UCAO in February 2017.

The secret piece that investigates the spying of Villarejo keeps investigated as all members of the front line of the political brigade that operated in the Police during the first term of Mariano Rajoy. The judicial investigation took a qualitative leap last January to be cited as investigated whichever number two of the Interior Ministry Francisco Martínez.

The police group got the driver of the Bárcenas family, who paid 48,000 euros of the reserved funds, handed him a gun and then facilitated his entry into the Police, at 42. The then head of the UCAO, García Castaño, has acknowledged before the judge to have raided a place where Bárcenas's wife kept pictures with the keys handed to them by the driver, Sergio Ríos Esgueva. His subordinates controlled the movements of Rosalia Iglesias through the monitoring of his phone andmore than 70 agents of the Special Monitoring Area (AES), directed by Mariano Hervás, followed the woman and her surroundings in turns, not knowing, as they usually do, in which device they were acting.

Overcome the "discredit" of the time of Fernández Díaz

The outbreak of the Villarejo case in November 2017 marked the culmination of an era of "discredit" for the Police for their partisan use during the previous four years, with Fernández Díaz in the Ministry of Interior and, above all, Commissioner Eugenio Pino as Chief operating officer of the Corps, as recognized by its current leaders. Elite units such as the UDEF, to which the Anti-Corruption Brigade belongs, or the UCAO itself, try to recover while attending startled news of the Villarejo case.

Only in the pieces that are not secret, the UCAO has five members or former members with the status of investigated. Among them, the one who was head of Institutional Relations, Constancio Riaño. This section of the UCAO was responsible for satisfying the requests that any unit of the Body made of information from official or private organizations.

From that section, the judge and prosecutors consider, information would have come out for Villarejo, but not only. Riaño acknowledged before the judge of the case that he had also provided holders of telephone numbers and license plates to Antonio González Pacheco, Billy the Child, whom dozens of testimonies describe as a prominent torturer in the last years of Franco and during the Transition. As revealed,Billy the Child billed about 700,000 euros with a private security company while his friend Riaño was assigned to International Relations of the UCAO. Constancio Riaño retired in 2016.
