The virtual winner of the tender of Line 3 of the Panama Metro will be known on Monday with the opening of the envelopes with the technical and economic proposals presented by companies and consortiums of Spain, China, South Korea and Mexico.
The competitors are the China Railway Group Limited; the ACPC Consortium, formed by the Spanish Acciona and the Chinese Power China; the HPH Consortium, composed of the Korean Hyundai Engineering & Construction and Posco; and the Line 3 Consortium, of which the Spanish FCC and the Mexican CICSA are part.
The technical and economic proposals for the "design, construction of civil works, auxiliary installations of the line and stations, supplies installation of the integral system that includes the rolling stock (monorail), and implementation of the system for Line 3 of the Metro of Panama ", were presented on April 2.
According to the information released last April by the Panama Metro, the state company that manages the suburban, the technical proposal will have a weight of 51% and the economic one of 49%.
The estimated price of the work has remained hidden and will be known with the opening of envelopes.
A source of the Panama Metro stressed to Efe that on Monday the bidder will be known to have the highest score in his technical and economic proposals and, therefore, the virtual winner.
"When the Panama Metro awards the contract, it is possible to say that it is the winner", and for this to happen, we must wait until the legal deadline for the other competitors to submit possible claims, and if any, to be resolved.
The winning consortium will have a term of 54 months for the execution of the work, for whose development Panama has agreed long-term financing with the Japan International Cooperation Agency (JICA).
In April 2016, the Government of Panama, chaired by Juan Carlos Varela (2014-2019), formalized an agreement with Japan for the financing of subway line 3, for some 2.8 billion dollars, according to the Laurentino Cortizo Administration last October, who assumed power on July 1 for a period of five years.
Line 3 of the subway, with 25 kilometers and 14 stations, will connect the province of Panama with Panama Oeste and will help decongest traffic on the entry and exit roads of the Panamanian capital with the capacity to transport 200,000 passengers a day in the phase one of operation, according to official information.
Its construction involves building a fourth bridge over the Panama Canal, a work of 1,420 million dollars awarded to the Chinese consortium formed by China Communications Construction Company LTD and China Harbor Engineering Company LTD.
Panama is the only country in Central America that has a subway. The first line, of 16 kilometers, was inaugurated in April 2014 with an investment of 2,200 million dollars and built by the Brazilian Odebrecht and the Spanish FCC, which also built Line 2 for more than 1,800 million dollars.
FCC is investigated in Panama and in Spain for the alleged payment of bribes in the Central American country to get works, including those of the suburban, while Odebrecht has already agreed with the local Justice to pay 220 million dollars for that irregularities.
