Starting this Monday, May 25, various provinces of Andalusia (Almería, Córdoba, Cádiz, Huelva, Jaén and Seville), Aragón, Asturias, Baleares, The Canary Islands, two provinces of Castilla-La Mancha (Guadalajara and Cuenca), the health areas of Campo de Tarragona, Alto Pirineo and Arán and Las Tierras del Ebro (Catalunya), Cantabria, Extremadura, Murcia (except Totana), La Rioja, Galicia, Euskadi and Navarra, in addition to Ceuta and Melilla, will be in the second phase of the de-escalation. With this advance, new flexibilities in social and economic life are added: among them, the extension of the hours for sports and walks, the possibility of meeting with family or friends of up to 15 people, the opening of swimming pools or visits to residences under strict conditions and as long as there are no contagions.

Time slot reserved for the elderly

The order establishes that people under the age of 70 may carry out physical activity (sports and walks) in any time slot of the day, with the exception of those reserved for the elderly: between 10.00 and 12.00 and 19.00 and 20.00.

In any case, each autonomous community has margin to decide if it wants those forks to start two hours earlier and end up to two hours later, but as long as "the total duration of the same ones is not increased".

The capacity of the stores is expanded

In phase 2 the opening of trade is allowed, as in the previous stage of de-escalation, but the requirement of 400 square meters is eliminated and the capacity is increased: from 30% to 40% allowed.

Shopping centers may also be opened by maintaining this limit within each of the establishments and prohibiting them from staying in common areas. In all cases, businesses must follow strict safety and hygiene measures and the interpersonal distance of two meters must be maintained.

Meetings of up to 15 people

The possibility of meeting with family or friends both outdoors and in homes and terraces is extended at this stage to 15 people.

Activity returns in bars and restaurants

If in phase 1 the terraces were allowed to open, in phase 2 you can open the interior of the bars and restaurants. Discos and nightlife establishments are excluded from this relief and must meet several conditions: consumption must always be at the table, that is, groups of standing people are not allowed. The capacity will be determined by the communities but must range between 40% and 50% of the local. In addition, it is "preferable" that it be made by prior reservation.

Residence visits

It will also be possible to start visiting people in sheltered homes and residential centers, including those of people with disabilities and the elderly. In the latter case, they will be carried out "preferably" in very exceptional situations "such as the end of life or the relief of neurocognitive decompensation of the resident". In addition, it must be a previously arranged visit with the center, to which only one person can attend, the use of protective equipment and the follow-up of hygiene measures will be mandatory and the center must have protocols to avoid crowds.

However, the order establishes exceptions for these visits: it will not be possible to go to residences in which there are confirmed cases of COVID-19 or there are users who are in quarantine.

Pools open and bathing is allowed on beaches

Swimming pools for recreational use can also be returned to activity, both outdoors and indoors. The maximum capacity allowed by the BOE will be 30% of its capacity and as long as the physical distances of two meters between people can be maintained. To access the pool, an appointment must be made and schedules will be organized in shifts. The order establishes strict measures for cleaning and disinfecting the facilities.

Health enables in phase 2 of the de-escalation the bathing on the beaches. The traffic in them must be done according to the rules of the road, that is, respecting the time slot reserved for the elderly and following safety and hygiene measures: among them, the spatial distribution to guarantee the safety distance. The bathers, adds the order, "must make a responsible use of the beach, both from an environmental and sanitary point of view, complying with the recommendations and standards established by the health authorities."

Cinemas, theaters and museums

Cinemas, theaters and other entertainment venues may open, although "with limitations" and "with pre-assigned seats" as long as they also meet a third maximum capacity. For indoor shows such as concerts, a maximum of 50 people is allowed (in any case, always with a third of the capacity). Outdoors events can host up to 400 people in seated places and always keeping the necessary distance.

In the libraries, it will be possible to consult the room and use computers, but also without exceeding a third of the capacity. Museums are the same: they can open with a third of the capacity and with measures to avoid crowds. You can open cafes, gift shops and the like, but not the cloakroom or left luggage service. Children's rooms and outdoor collections are also not allowed.

Weddings are back

Weddings are resumed, which can be held both outdoors and indoors, as long as they do not exceed 50% of the capacity. In any case, the maximum number of people will be 100 in the first case and 50 in the second.

Exhibitions and congresses

In phase 2 you can also visit monuments, exhibition halls and conference rooms, always with a third of the usual capacity. It will also allow congresses, meetings, business meetings and conferences in which safety and hygiene measures must be complied with "at all times". In any case, the maximum capacity of 50 people can never be exceeded.

Candles and religious ceremonies

Phase 2 also expands the number of authorized assistants at funerals and places of worship. As for the former, a maximum limit of 25 people is allowed outdoors and 15 in closed spaces. The entourage for burial or farewell can be made up of up to 25 people. The places of worship, meanwhile, expand their capacity and can have 50% of it.


In this phase they can open educational centers for children from 0 to 6 years old, although many regional governments have already announced that they will not do so because they cannot guarantee security and the competences are autonomous. To wear them, fathers and mothers have to guarantee that they prove that they have to go to a face-to-face job. The other educational centers can open "on a voluntary basis" for all courses. The first order spoke of opening for 4th of ESO, 2nd of Baccalaureate, 2nd of Vocational and Higher Education, preparation of the EBAU (old selectivity), but with the update on Saturday May 23, it is the decision of the communities to which courses give the green light and when, excluding university classes. Hygiene and social distancing measures have to be ensured, and online education is also allowed to continue.

Residences for researchers in public or private centers can be resumed, also those for accommodation and hotel and restaurant services.


In phase 2 they return to "basic training in federated non-professional leagues", "total training in professional leagues" and the reopening of professional championships "through matches behind closed doors or with limited capacity, which can be retransmitted". Also, shows and activities can be held outdoors with limited capacity and in sports facilities in closed spaces without public.


In phase 1, hotels could already open their rooms, but the novelty of phase 2 is that common areas can be opened to the public, with the premise of always: not to exceed a third of the capacity and security measures. If you are going to celebrate an event, or an animation activity, it must also be done guaranteeing hygiene measures and having ventilated the space two hours before, although preferably they should be outdoors. They cannot exceed 20 people. Hotel pools and spas can open following the same directions as public pools. At this stage you cannot leave the province you are in, that is reserved for the conclusion of the de-escalation, that is, for the 'new normality'.


The recommendation to encourage teleworking is maintained "whenever possible". In companies, shops and centers, hydroalcoholic gels or disinfectants must be accessible, and soap and water if this is not possible. The safety distance between employees must be guaranteed, also in public areas, and, if this cannot be done, adequate protective equipment must be available. The fingerprint time control will have to be replaced, or the system disinfected every time it is used. If someone has symptoms, he or the company should contact the health services in their community or the Occupational Risk Prevention Service, put on a mask and leave the job until they are evaluated. Companies will have to reorganize the schedules to avoid crowds or rush hours.
