"Housing cannot be treated as a market good"

One in four homes in Austria is social. It is the second European country with the highest percentage, behind the Netherlands (30%) and far behind Spain (2.5%). The housing policy of its capital, Vienna, has been the subject of numerous studies and is often cited as an example to follow: a large part of the housing stock is in public hands because they have been working on it for a century, which, added to another series of measures, keeps rental prices at bay.
