Hacienda "asks" 700,000 landlords to pay their rent in the income statement

Hacienda has already started the Rent Campaign of 2018, which began this morning and will last until July 1. Almost a million and a half taxpayers have already requested their tax data, available from March 15, in a campaign that will for the first time pulverize the barrier of twenty million respondents and increase returns due to the IRPF tax deduction of 2018 - especially the extension of family deductions - and the reimbursement of maternity and paternity benefits that the Supreme Court ruled at the end of 2018. Yesterday I can start to request an appointment and today the declaration can be presented by web and telephone. The 14th major can also be done in person at the offices of the Tax Agency.
The director of the organization, Jesús Gascón, has announced that it is expected to present 20.35 million declarations, 361,000 more than last year. Of these, 10,468 million euros will be returned, 4.5% more than in 2017, to 14,315,000 taxpayers, while 5,213 million people will be paid 10,160 million euros, 2.1% less. On average, each declarer to return will receive 731 euros on average. The Treasury "will lose" 308 million this campaign due to this increase in reimbursements.
Thus, the Tax Agency returns more than what it enters: last year, for the first time since 2006 and a symptom of recovery, the Treasury won 365 million more, since he entered more than he returned. This exercise, in the face of the avalanche of changes, reverses the trend.
The battery of fiscal winks has caused a veritable avalanche of taxpayers who crowd to present their declaration, since in 48 hours the Treasury will begin to return. At 10:00 in the morning, 248,000 declarations had already been registered, that is, 800 per minute in what amounts to 42% more than in 2018. Of these, 41,000 have been processed through the application, 56% more, while 25,000 telephone appointments have also been registered through the "We call you" plan.
The rental boom multiplies the announcements
Along with this avalanche of returns, the Tax Agency will take advantage of the interaction that the web draft allows, in a year in which the presentation of fiscal data disappears on paper in office, to monitor taxpayers who can "forget" to declare certain income . In view of this, the Treasury will incorporate numerous messages in the fiscal data to notify certain groups.
One of the most striking is the flood of notifications on the web to landlords who may not include rental income of real estate: if last year they were 258,000 this is multiplied by five to 700,000 messages, in a consequence of the "boom" of the rental market as well as the new surveillance that entered this year on landlords working with Airbnb and other similar platforms. The director of the Department of Tax Management, Gonzalo García de Castro, attributed this growth to the growth of the rental market, but also to the new obligation of the tenants of online tourist apartments that entered in January 2019, as well as other sources of information. .
2.17 million messages to income from abroad
The Tax Agency will also take advantage of the flow of information to which it has acceded by the automatic exchange of information on Spanish accounts abroad with 51 countries (Common Reporting Standard) and other procedures for remitting 2.17 million messages to taxpayers who know they have incomes in other countries: an important rebound compared to the 1.8 million notices sent last year.
Gascón has indicated that they are studying extending this information to labor and capital income obtained abroad, since they are holding talks with the OECD to obtain more data. That is, in the future Treasury may warn from real estate abroad to actions through wages.
Surveillance reinforced to bitcoin
As a novelty, it will close the fence on bitcoin and other cryptocurrencies with 14,700 messages to taxpayers who may not declare them, something that had not happened in other exercises. This message has been sent to individuals, although the Treasury also monitors legal entities, intermediaries and banks outside the income tax declaration. The director of the Agency explained that he has obtained this information through the National Fraud Investigation Office (ONIF), as well as foreign tax authorities.
The message will be as follows: "According to the data available to the AEAT, you have carried out operations with cryptocurrencies. We remind you that the benefits generated in these operations constitute income subject to IRPF, with the qualification of capital gains that should be included in box 389. "
The Treasury incorporates the securities in the portfolio
Among the novelties that the Treasury incorporates, it is worth mentioning the portfolios of listed securities. If previously, the historical prices of the securities in the portfolio had to be incorporated by hand at the beginning of the year, now the Tax Agency automatically incorporates them with the possibility that the declarant modifies them if there is an error.
It also keeps in a database available to consult the information of previous exercises. If the taxpayer has carried out operations of this type in 2018, it will be included in the summary of declarations. Within the link to the Portfolio of Securities section, the prices of the shares will be accompanied by three colors: one red if it is necessary to incorporate a historical purchase price, another yellow if the information in the portfolio should be reviewed and another green if the Treasury observes that everything is in order.
