The vice president of Guatemala, Jafeth Cabrera, acknowledged Tuesday that "there are no financial resources" to attend two areas of the metropolitan municipality of Villa Nueva due to risk to families and that is why a state of calamity was decreed.
Asked by journalists, Cabrera said that there is a "specific budget" of about 250 million quetzals (about 32.4 million dollars) for this type of emergency and to address the difficulties of about 125 families at risk of living in an area prone to landslides it was necessary to decree it.
That is why the vice president expects Congress to ratify the state of calamity in order to address these circumstances that occurred because "unfortunately, the indications and recommendations" 10 or 15 years ago "were not met.
On Monday the Government declared this measure to move the inhabitants of the localities Regalito de Dios and Nueva Esperanza, from the area known as Ciudad Peronia, to a place close to being determined and thus avoiding "a catastrophe."
The brief indicates that in zone 8 of Villa Nueva, for a period of 30 days from the effective date of the decree, "constitutional rights of article 5 of the Constitution are restricted during the implementation of the state of calamity".
In addition, "the right of free locomotion" will be limited and "change of people's residence" will be allowed and "sanitary cords will be established that prevent people from entering affected areas and require all individuals to better control the affected areas" .
The government measure will promote "the transfer of the inhabitants that are located in areas of infrastructure and housing of collapsed services," according to the Secretary General of the Presidency, Carlos Martinez.
The National Coordinator for Disaster Reduction (Conred) said that since 2001 seven reports have been generated and instructions have been given to the Municipality of Villa Nueva to have better control of wastewater.
In recent days, eight houses collapsed and another 100 are at immediate risk of falling into the ravine.
