Government and unions agree to raise to 1071 euros the minimum wage for the labor personnel of the Administration | Economy



The Minister of Territorial Policy and Public Function, Meritxell Batet, has signed this Monday with union representatives the IV Sole Agreement for the workforce of the State Administration, which sets a minimum wage of 1,071 euros per month for these workers, as well as additional agreements reached at the meeting of the Negotiation Table.

The signing took place after a previous meeting of the General Negotiation Table of the General State Administration, presided over by the Secretary of State for Public Function, José Antonio Benedicto, according to the Ministry of Territorial Policy and Public Function.

Specifically, the agreement will set a minimum wage of 1,071.4 euros per month, as well as the possibility of benefiting from partial retirement as of January 1, 2021, as reported by the Independent Trade Union Center and of Officials (CSIF).

After three years of negotiation, the agreement will affect some 40,000 workers, who will see their salary increased by an average of 30 euros, in addition to the salary increase of the last two years. Likewise, the agreement contemplates guarantees so that there are no remuneration differences between collectives up to the moment equivalent.

Sources of UGT They told Europa Press that the single agreement succeeds in reducing inequalities within the General State Administration, and valued that, as claimed by the union, the minimum wage for labor personnel will rise to 1,160 euros by the end of 2020, starting with the basis of the previous agreement and including additional funds.

At the same time, Workers Commissions (CC.OO). He said in a statement that the improvement in salary conditions "goes beyond" the general increase for public employees, since the new salary tables "represent a total increase of 14% between 2018 and 2020 for the lowest salaries."

In addition, both unions emphasize that the agreement contemplates early partial retirement for this group, a measure that, for CC.OO. and UGT, is a "before and after" in the situation of the labor personnel of the General State Administration, whose current average age exceeds 55 years.

New mobility system and hours bag

The agreement also entails a new mobility system with permanent transfers competitions, and the change of legal status from work personnel to official for workers who perform administrative functions reserved for the latter.

This change of regime will be carried out with guarantees to maintain the remuneration and the geographical scope and CSIF calculates that, by virtue of this process, some 8,000 people will be able to pass from the workforce to the civil servant regime.

CSIF, which has described the text of the agreement as "good" to include issues that it considered important, has also stressed that there will be a new professional classification adapted to the current education system.

CC.OO. and UGT, meanwhile, have highlighted on Monday in a joint statement that they have achieved most of the objectives that had already been set in 2015, starting with the pay improvements that have been included in the agreement.

The agreement also incorporates the determination of the functions of each worker through the specialty; the commitment of the Administration to limit contracting outside the agreement to those functions that do not exist within it; mobility and leave under special conditions for conciliation, gender violence or for being a victim of terrorism, and the unblocking of the judicial route for the application of the new complements.

It also includes the inclusion of a bag of freely available hours to facilitate work-related reconciliation within the framework of the new day and time schedule of the General State Administration, published last Friday in the Official State Gazette (BOE).

The resolution establishes the bag of freely available hours, up to 5% of the annual working day, which was agreed with the trade unions for the care and care of the elderly, people with disabilities, minor children and minors subject to guardianship or placement. These hours must be recovered in the three months following their use by public employees.

This bag, which averages about 85 hours (almost 11 days), is exhausted once the requested number of hours has ended, without the fact of having recovered them means the new opening of the stock market in the current year.

The resolution published last Friday in the BOE establishes that public employees of the AGE will be able to carry out their working day in a fixed part and in a flexible part. The fixed one will be from 9:00 a.m. to 2:30 p.m. and the rest, until completing 37.5 hours per week, will be held in flexible hours from 7:00 a.m. to 9:00 p.m. and from 2:30 p.m. to 6:00 p.m.

The staff with morning and afternoon hours will have a fixed day from 9:00 a.m. to 5:00 p.m., being able to complete their day in the same margins as the rest of public employees.

The instruction, which replaces the one of 2012, regulates for the first time the afternoon session, which will take place from 3:00 pm to 8:30 pm in its fixed part, being able to use the margins from 1:00 p.m. to 3:00 p.m. and from 8:30 p.m. to 10 p.m. Complete the entire day. For its part, the day of special dedication is maintained in 40 hours per week.

With regard to permits and vacations, the current criteria are maintained: 22 working days of vacation, up to 26 for public employees with 30 or more years of service. Lastly, in the single agreement the days are kept free, the so-called moscosos, fixed in six days a year as a rule.
