The Ministry of Equality will review the specifications of two services against abuse: the telephone 016 of attention to the victims of gender violence and the system of pabuses of control to batterers, the so-called Comet service. Sources of the department have confirmed that the specifications of both services, elaborated during the previous PP Government, will be revised, in order to improve them "as far as possible". The intention of the Government is to change the conventions by which they are governed at present -of telemarketing for the 016 and private security in Cometa- to include the employees that attend the emergencies in the agreement of social intervention in the bidding documents in upcoming calls that will be enabled as of 2019.
Introducing a new agreement in the revision of contracts would entail a change of philosophy, that the templates no longer be considered as telephone operators or alarm operators and that their work is no longer under an organizational model "typical of the call center"With measurements of the times of action, as reported by UGT at the end of November, if the employees are also recognized as specialized personnel, the modification would also entail an improvement in the economic rewards.
In the Cometa service, the 47 operators contracted by Telefónica charge 901.61 gross euros per month, according to the data included by the UGT union in a report that denounced at the end of November the conditions of the employees of both public services managed by private companies and with "low cost" conditions. Most of the women who work in 016, 14 of the 24 people hired, are employed as "telephone managers" by the contractor of the service, Atenzia, for 1,064 gross euros per month.
The Comet service is governed by three-minute response times. If an aggressor skips the separation distance set, the response of the service must be completed within that period, according to the union's complaint. At that time, the worker must locate the victim and the aggressor, notify the police, call the victim, inform the police again and call the aggressor again, as reported by the workers asked for the report. The Government's delegation for Gender Violence ensured that those three minutes are those fixed in the specifications as "maximum time to respond to alarms."
The Secretary of State for Equality, Soledad Murillo, recently met with part of the staff of 016 and with representatives of Comisiones Obreras to see first hand their possible complaints. There has been no meeting with UGT, which in its public complaint asked the Government to assume the direct management of both services "as soon as the contracts already signed". The Executive does not propose to assume both templates as their own, but if the revision finally includes a change of agreement and are included as specialists (psychologists, social workers, social educator), the salaries of the current operators of 016 and Cometa would go to 1,479 euros gross monthly, according to the calculations that UGT included in the report, prepared by the researcher Marta Cabezas.
In the Government delegation for Gender Violence and in the Secretary of State for Equality, the complaint of the UGT union was very wrong. Sources from both departments point out that they did not consult them before making it public to also gather their version and that the protests to which they refer correspond to the management of the previous Government. They also criticize that, during the presentation of the report, the deputy secretary general of UGT , Cristina Antoñanzas, will ensure that the service as it is being provided "puts women at risk".
