Energy and gas will start the year with falls

With regard to energy, the prices of the sector will begin with falls, mainly due to the drop in the prices of the raw material, witha barrel of crude installed around the $ 53and in a downward spiral since last October.

Thus, this bearish trend in the price of oil in the last quarter has led fuel to close the year at lows of 2018. The average price of liter of diesel stands at 1,163 euros, according to the latest data from the Oil Bulletin of The EU. For its part, gasoline is at 1,211 euros.

However, the tension in the pool will remain at the start of 2019, after closing 2018 with an average priceabove 57 euros per megawatt hour (MWh), the highest in the last decade.

Thus, the electricity bill closed 2018 with a year-on-year increase of more than 2%, despite the measures adopted last October by the Government, such as the temporary suspension of two of the taxes suffered by electricity companies, especially the one that taxed with 7% the generation of electricity, to contain the price of electricity.

While, the natural gas rate, which will also see its tolls frozen, will receive domestic consumers in January with a reduction of the Last Resort Rate (TUR) of 4.6% on average compared to the last quarter of the year.

In terms of housing, the forecasts of the main real estate portals point to a rise in both the purchase and rental. As for the Euribor, it closed December at -0.13% and the experts believe that the upward trend will continue and the rise will be progressive in the long term, although it is not certain that it will return to the positive terrain.

In addition, the Government has approvedthe update coefficients of the cadastral values for 2019, which will involve 1,179 municipalities, which will have an effect on the Tax on Real Property (IBI). The update results in an aggregate average decrease of 1.92% of the cadastral value.

As for the train fares,Renfe will freeze for the fourth consecutive year the prices of the Cercanía ticketss, but 3.5% will increase the average distance trains (regional) and 7% that of the Avant, the regional ones that circulate on the AVE tracks. The AVE and Long Distance trains will not increase with the change of year, although the operator could change it later in the year.

The toll of the motorway network dependent on the General State Administration will rise an average of 1.67% as of January 1. However, in the case of the nine motorways that went bankrupt during the crisis and were rescued by the State, the price of the toll will drop an average of 30% from day 15 and will also be free at dawn, between 0.00 and 6.00 hours.

Aena airport charges applicable for 2019 will remain frozen in a global wayl, after the reduction of 2.2% applied in 2018, from March 1 when it enters into force, with the start of the high season of air transport.

However, the parameters to determine the average annual income per passenger have been revised downwards, following the report of the CNMC, which has been set at 10.43 euros in 2019.

The Airport Regulation Document (DORA) for 2017-2021, the regulatory framework that establishes the tariff path, contemplates a reduction of 11% in Aena rates and guarantees that they can not be raised until 2025, opening the door, in any case, to new downloads.

To this is added, the 12% reduction in air navigation rates in 2019, collected in the 'Flight Plan 2020' of ENAIRE, which will mean for the entity to stop paying 100 million euros. This measure after the 3% reduction applied in 2018 will compensate for the higher than expected increase in air traffic.
