Education proposes a specific test to access the Teaching career

Rushing the legal term provided for in the Lomloe, the Ministry of Education has begun the negotiation of the teaching statute to modify (and improve, theoretically) the access and development of the teaching career. The Ministry, which foresees a long negotiation, has chosen to agree on the statute in parts, which it will approve as it reaches agreements with the unions and the autonomous communities.

For now, it has started with a 36-page document that contains 24 measures related to access to the infant and primary grades, the master's degree in teacher training, the practices of future teachers and teacher evaluation, among other measures. For later there are issues that Education foresees more difficult to agree on, such as changes in the remuneration of teachers.

University studies entrance exams

Among the main proposals raised in this first round, the ministry led by Pilar Alegría proposes to establish a specific test to access the Primary and Infant grades. Education explains that "if the system needs the best, they must have broad social recognition, which must be linked to an improvement in the evaluation of university studies related to education", for which it is proposed to screen access to degrees because "not only the admission note allows us to identify excellence".

The exam that the ministry wants to establish "must evaluate communicative competence and critical reasoning and scientific-mathematical competence and include aspects related to attitudes and competences of the teaching profession," according to what is read in the document that Education has presented to the different actors .

A similar aptitude test has already been carried out in Catalonia for a few years, and if it serves as a precedent, it means a great screening of applicants: half of those who want to be teachers do not pass it.

With the same objective, it is also proposed to modify access to the university master's degree in teacher training, establishing minimum requirements based on the specialty chosen to "ensure mastery of the areas of knowledge and subjects assigned to the different teaching specialties and specific qualifications" . In other words, linking the degree studies more closely to the specialty that will be chosen later.

In addition, the minister, Pilar Alegría, already announced yesterday Wednesday that she is also thinking of extending its duration, currently one year, and the document also includes this possibility. Education also slides, although without specifying, the possibility of also including a specific access test.

A kind of teaching MIR

After years talking about it from various sources, the Ministry finally lands its proposal for a teaching MIR, although the model for initiation into teaching (PID) presented does not have much to do with that of doctors.

The Education plan contemplates two phases, "one dedicated to the practices of initial training for all future teachers and, secondly, the one oriented to the selection process of public education teachers", explains the text, which argues that improving teaching as a whole also concerns the teaching staff who will then teach in private centers (subsidized or not).

Thus, Education proposes reviewing the design of current practices, "thus ensuring that anyone who wants to start their teaching career receives the necessary training to be able to practice this profession, and, from that moment, can gradually incorporate into the profession. ".

The second phase would be carried out with a dual training project "that is developed in a complementary way in the university center and in a non-university educational center". The ministry contemplates that this part be paid.

If this idea goes ahead, the tutors who mentor these internships, who must be among the best, will also be paid. For the future, it remains to decide how this excellence is designated, but Education maintains that "the identification of excellence among active teachers must be achieved so that it can be used in training and in mentoring future teachers."

There are also novelties for the qualifying master's internships: "The possibility of increasing the number of credits related to the Practicum must be assessed. This must be configured as a module capable of ensuring training in an educational context of proven quality, rich in training experiences in a fully inclusive education capable of attending to diversity in its different fields", in addition to training future teachers in co-teaching to teach classes halfway with other classmates.

change oppositions

"The current access system must be reviewed to guide it towards a modern and stable system that guarantees that the best teachers are selected. The access process as a whole must be attended to, focusing on aspects such as the competition phase, the period of practices, the opposition agendas, etc.", explains Education regarding the oppositions, although it does not delve further into its specific proposals for modification.

The text does speak of updating the syllabi, something it describes as "essential", since in many cases they are already several decades old: "The evolution of the demands on the educational system and, consequently, of the curricula of the different areas and subjects makes necessary to adapt the syllabi to the definition of the area of ​​knowledge of each specialty, associated with the assigned teaching competence".

The change, in any case, would be completed with a reform of the practices that are carried out in the centers after approving the opposition. "They must be developed in educational centers, following a well-defined training plan (as is done in other areas of the public service), tutored by experienced teachers and carefully evaluated upon completion," reads the text.

Teacher development and evaluation

The part of the development of the teaching career barely has two proposals of the 24 of this first package. The idea, which goes back a long time, is that the "teaching profession must be regulated by rules that allow the design of a professional career model." Current professional development basically consists of accumulating trienniums of experience and there are hardly any significant evaluations of teaching performance.

Education now proposes an assessment "linked to the framework of professional skills." To do this, it proposes starting with a "self-assessment report" and then "assessing the specific aspects of the teaching function within the framework of the center's autonomy, having the participation of various governing bodies and teaching coordination of the center and with the of the inspection service and combine their voluntary request – linked to certain positions – with the obligation to participate in those training actions that must be passed to access the performance of the managerial function or to pass the internship phase, among other positions", according to the text.

The last proposal of the text, entitled "recognizing the good professional development of teachers", proposes to collect "not only the permanent training carried out, but also the evaluations passed in the evaluation processes and the positions held (...) with consequences in proposals and training actions by the Administration; in the greater possibilities of access to the different jobs of the teaching function; and in the complementary remuneration".
