Competition brings to consultation the regulation of access of private actors to railway installations

The National Commission of Markets and Competition (CNMC) has launched a public consultation the regulation that will regulate the access of the railway private operators to the stations, cargo terminals and workshops, indispensable regulations to be able to carry out the liberalization of commercial services at the end of 2020.

As reported by the CNMC, these facilities are fundamental for rail transport. For this reason, access under appropriate conditions, both technically and economically, is essential to guarantee the competitiveness of the railway mode and the railway companies.

In this regulation, the CNMC has set the criteria for exemptions requested by operators of the service facilities, as well as the response times to the access requests.

In addition, given the role assigned to the CNMC in the supervision of the Regulation and in the resolution of conflicts, It has been necessary to establish principles and criteria for its application, in order to offer predictability and legal security to the operators of service facilities, railway companies and other candidates.

The different agents of the market may send their observations and allegations to this public consultation by telematic means through the electronic headquarters of the CNMC until November 22.
