Citizens cannot stop the bleeding of deserters who keep their minutes

Citizens have suffered throughout these two years of legislature with much greater intensity than the rest of the political parties a rosary of escapes to other parties and losses from public office that, despite leaving the militancy, refuse to return their minutes as deputies, senators or councilors and end up in the Mixed Group or in that of 'not attached'. They are not officially considered "turncoats" but with their decision they can in many cases destabilize majorities and governments or promote motions of no confidence. Inés Arrimadas' party has tried to reform the laws to prohibit or harshly punish these behaviors but they have given up due to the impossibility of reaching an agreement with the rest of the political forces. Neither does the Anti-Transfuguism Pact serve to force these dissidents to renounce their records so that the list can be run and another member of the same party takes their place.
