Central America seeks to introduce the culture of innovation in its MSMEs



New products that adapt to consumer demand. That should be the objective of the Central American micro, small and medium enterprises (MSMEs), which is aimed at building a regional value chain that allows it to present a competitive exportable offer in large markets such as Europe.

"We are building a new narrative for the MSME sector," the executive director of the Regional Promotion Center of the Mypime (Cenpromype), the Dominican Miosotis Rivas, told Efe in the Panamanian capital on Thursday, within the framework of a competitive forum in The fishing sector.

The path to follow includes generating production methodologies, technology, market studies and other fundamental factors such as fostering partnership between producers, implementing a business culture and innovation.

Currently "there is no regional value chain," which prevents "inserting MSMEs into the intra-regional and international market," said Rivas, who acknowledged that, in any case, as they are, small and medium-sized companies would not fit into that chain because they are not competitive.

This is where the initiative promoted by Cenpromype was born, with the support of the European Union (EU) and entities such as the Organization of the Fishing and Aquaculture Sector of the Central American Isthmus (OSPESCA) to launch a pilot plan to generate a regional chain of fishing value .

The fishery is "a very interesting socio-economic sector", which presents "traceability problems, of associativity, where the participation of women is growing", among other factors, explained the official.

"It is not only about piloting (in the fishing sector) so that the chain is a success, but also about identifying the methodologies and tools that need to be developed to achieve the objective," added the director of the Central American organization that promotes the creation of small and medium enterprises.

Therefore, in addition to promoting a more agile participation of the public sector and generating a greater interest in the private sector so that it becomes more involved in the strategy of productive articulation of MSMEs, the creation of an innovation center is being promoted.

"Alliances are important and resources should not come only from the State," Rivas said, indicating that the installation and operation of an innovation center in agriculture and fisheries in the terms provided by Cenpromype is a perfect example of joint work between The public and private sectors.

Within the framework of a program to support the private sector, "the need for an innovation center in agriculture and fisheries matters" was identified, so "we entered into an alliance with Chile to learn about the experience of the innovation centers that they they have and move that "adapted to Central America.

Cenpromype "is not going to create a center but the necessary methodology, and then we are going to call a contest who can have this innovation center. Our idea is that it can be a university, but not necessarily. That would be an example of that public-private alliance, "he explained.

The idea, Rivas said, "is that the center contributes with regard to new products, based on the market and consumer trend, what we can get out of the fish and add value" to the export product.

"Already in 2020 we will have the beginning of fishing piloting," he added, setting a date for this project framed in one of the five axes of the regional Mipyme productive articulation strategy approved in 2017.

The innovation center also "can give a light of what type of productive transformation must be done and what are the supports that are needed" for this, added Rivas.

The executive director of Cenpromype is one of the speakers at the Forum for the promotion of competitiveness in the regional value chain of fisheries, which was installed this Thursday in the Panamanian capital.

In the two-day event, the current conditions of the regional and global fisheries market, its growth potential, and the characteristics that the value chain of the sector must have in order for Central America to present a competitive exportable supply to the region are analyzed. EU, which is the second destination market for its products only behind the United States.
