The Institute of Tourism Quality of Spain (ICTE) has submitted this Friday the draft protocol for beaches to the Secretary of State for Tourism and the autonomous communities for subsequent validation by the Ministry of Health in which it is recommends capacity control and the delimitation of the area of hammocks and umbrellas as a preventive measure against coronavirus.
In relation to the capacity, the managing body to which the beach competition corresponds must estimate its capacity, taking into account at least its characteristics and the use of its spaces.
In any case, the capacity must be determined not only taking into account the number of users (for example in groups, individuals) and their influx, but also the type of activities that can be carried out or services that they can use. , as well as the location of the latter. In addition, the managing entity must determine the maximum number of people They will be able to form a group.
Once the capacity has been determined, the managing entity can choose different ways to control the carrying capacity of the beach and may implement access control, organize the entrances and exits to avoid bottlenecks or crowds, and always determine how it will be carried out. Inform the user that the maximum capacity of the beach has been reached. This can be done with traditional signage, human resources or technological applications that allow people to have the information before going to the beach itself.
For its part, the hammocks and umbrellas must be delimited (for example, through beacons, tapes, indications) establishing a control in their allocation, so that it can be ensured, prior to use, that the equipment has been properly cleaned and disinfected.
The managing entity (city council, coasts, autonomous communities, etc., that is to say to whom corresponds the competence of the beach) must constitute a risk management committee and this in turn design a specific contingency plan.
In addition, the protocol establishes other general measures for the beach, among which stand out the planning of tasks and work processes in such a way that the safety distance established by the health authorities is guaranteed; the arrangement of workstations and the adaptation of the distribution of spaces on the beach itself, if necessary.
In this plan, it must be established how it is ensured that the users on the beachfront (the people in the first row with respect to the sea) keep the safety distance Regarding people who are on the shore walking or entering to enjoy a bath.
At accesses, or even before arrival, users will always be informed of the preventive measures to be applied by users on the beach, the estimated capacity of the beach and, if any, restrictions or limitations on services.
Also, with regard to accessibility, it is necessary to inform if the assisted bathing service is provided and, in this case, it will be carried out whenever the necessary PPE is available or with the mechanical means that allow the protection of the personnel that provide it.
In relation to children’s play areas, sports areas and other recreation areas, which are not the object of commercial services (concessions) but the direct responsibility of the managing entity, will be enabled for use depending on the provisions regulations issued by the competent authorities, and always complying with the sanitary security measures determined at the time, including the capacity control as appropriate. In these areas, if sanitary prevention and hygienic conditions cannot be maintained, these areas or activities must be closed.
