Budgets, keys to keep Snchez, arrive on Monday at the Congress - The Province

Montero will strive to defend accounts that allocate 57.31% of the totalConsolidated budget to social expenditureand in whichof every 100 euros, 42.1 are directed to pensions.

Budgets – as reiterated by the minister-"to put people at the center of the performance", with measures "that protect the average and low incomes" and with an increase in spending on basic public services that will rise20,962 million euros.

Also in Education and Health, whose spending will reach 7,014 million euros jointly, without forgetting items such as temporary disability, pregnancy risk, maternity and paternity subsidies that will take a total of 14,393 million.

All this under the commitment to achievea public deficit target of 1.3% of GDP this year.


"We must recover the strength of the middle class, with jobs and decent wages," says Montero in a political speech with winks toCataloniaand with the one that tries to approach the political parties that supported themotion of censureagainstMariano Rajoy.

And, althoughUnidos Podemos and the PNV are close to supporting these accountsIn its vote in the Plenary Session of the Congress, probably in mid-March, the Government still has not guaranteed the support of the Catalan separatists.

In ERC, the parliamentary group led by Joan Tardá insists thatthe Government must move file, make some gesture both from the legal point of view, in front of the Prosecutor's Office, and with a political proposal that contemplates pro-independence and non-pro-independence.

The vice-president of the Catalan government and deputy to the presidency of ERC, Pere Aragonès, has already warned that the vote of his training in the processing of the Budgets does not depend only on the investments promised to Catalonia.

An opinion shared by the PDeCAT, which also continues to demandthe recognition of the right to self-determinationto be able to support these accounts.

The Budgets will go through three important moments during their processing:the debate of amendments to the whole(the week of February 11), the debate on partial amendments in the Committee on Budgets (at the beginning of March) andthe final vote of the opinion in the Plenary Session of the Congress(mid or end of March).


In the first battle the Government must guarantee that ERC and PDeCAT do not present amendments to the whole or do not support those registered by PP and Citizens, among other parties.

After this process, the Executive also has to satisfy the demands of the budget pact signed with Podemos, such asallowing municipalities to limit rental pricesin certain areas or with a reform of the electricity market.

The second assault will be staged in the Budget Committee, where the Executive will foreseeably negotiate budgetary allocations favoring above all the parties that allowed the success of the censure motion (PNV, ERC, PDeCAT, Compromís and Nueva Canarias).

The third critical moment will be the final vote in the plenary session of the Congress where a general atmosphere is required without tensions and without external elements that could cloud it.

Once the process of the Congress has passed,Budgets will reach the Senate in April, where they will not overcome the veto debate, since the PP has a majority and will reject the accounts, with which they will be returned to the Congress, which in this case does have the capacity to lift this veto of the Upper House.
