The Civil Guard has warned in a confidential internal document of the possibility that protests, riots or sabotage may take place “in a timely manner” after the de-escalation phase began towards the new normality within the state of alarm decreed on March 14 in prevention of the coronavirus pandemic.
In the service order advanced by ‘El Periódico’ and to which Europa Press has had access, possible protests are mentioned “due to political or separatist reasons”, as well as “against critical infrastructures or buildings linked to the different political parties.”
Although it anticipates that the population will continue “accepting the restrictions imposed”, the Civil Guard points out that “in a timely manner” some protests or disturbances may appear that alter social tranquility or even acts of sabotage. “
In this way, a series of protest scenarios is listed, including a mention of those organized “for political reasons or of a separatist nature”, and mention is made of “acts of sabotage against critical infrastructures or buildings linked to the different political parties.”
There is also talk of protests in more economically depressed areas, of those affected by ERTE or layoffs, of those who feel “marginalized” by the asymmetric measures of de-escalation, as well as the illegal occupation of houses.
The document is titled Service Order 21/2020 DELTA-PAPA on “the performance of the Civil Guard in the framework of the Transition Plan towards a new normality”. Official sources of the Civil Guard have stressed that this type of service orders are common to address different scenarios of evolution of the health crisis, in order to reorganize security devices, if necessary.
A spokesman for the Ministry of the Interior added that it is an internal document of the Civil Guard that has not been sent to the department headed by Fernando Grande-Marlaska.
“Up to this moment”, indicates the service order, “a generalized behavior of acceptance of the imposed restrictions has been observed in the population, being probable that this is the trend that is followed throughout the process towards the new normality “
However, it adds that it cannot be ruled out that crime due to robberies in homes or agricultural facilities increases, as well as crimes against vulnerable groups such as the elderly, minors or victims of gender violence.
