Ábalos proposes to allocate at least 50% of public land to protected housing for rent

Among the proposals of the Ministry presented this Monday at the negotiating table, it has been urged that there be “a clear definition” so that the municipalities may apply the surcharge of the Real Estate Tax (IBI) to those dwellings empty for more than two years, with a minimum of four dwellings per owner, except for justified causes of temporary vacancy, assessed by law.

It also aims for municipalities to be able to modulate the expected surcharge of the IBI liquid fee «with the aim of having a greater effect on optimizing the use of the residential building stock and reinforcing the instrument of the municipalities to deal with housing situations vacated through taxation.

On the other hand, to improve the regulation of the eviction procedure in situations of vulnerability, the Ministry proposes improvements in the procedure to guarantee an “effective and rapid” communication between the judicial body and the social services through a requirement that they evaluate the situation and quickly attend to people in situations of economic or social vulnerability.

In this line, the department headed by José Luis Ábalos has urged to ensure that social services can offer housing solutions whether municipal, regional, those provided with State resources or those that can be agreed with other administrations or with the private sector , “Avoiding situations of helplessness as a result of the eviction.”

In addition, he wants to introduce objective criteria in the eviction procedure to determine the situations of economic vulnerability, regardless of the criteria that may be established to determine social vulnerability, to simplify and streamline the procedure and identify the situations that must be addressed.

The negotiating teams of the future Housing Law have held a meeting this Monday. According to the Ministry, this meeting has occurred after the team led by Ione Belarra has delayed this meeting for several days.

Podemos wants to approve the standard as soon as possible

At a press conference at the party headquarters and asked about the delay in promoting this regulation, given that it will not be ready in March, she stressed that the Housing Law should “be already approved”, as reflected in the agreement of the General State Budget (PGE), and has warned that improving access to housing “is a commitment” to the public that cannot be conditioned on an electoral appointment.

Therefore, he has said that “you cannot blackmail” with the right to housing and that this regulation must be approved as soon as possible, with the regulation of the rental price and measures to force the mobilization of empty housing of large owners.

Next, Serra insisted that the problem in Spain does not lie in the number of homes, but rather that measures are required to bring out the empty properties that currently exist.

He has also insisted that the incentive model defended by the PSOE “will not guarantee” that prices fall, as the Union of Technicians of the Ministry of Finance has underlined in a report.

Faced with this, the purple leader has assured that this model to which it will contribute is “reducing public resources” and has pointed out that taxes in Spain on the return on real estate capital are “super low”.

The Housing Law it will not see the light either in the month of March, as expected, due to the differences between PSOE and United We Can on the content of the regulations. In fact, the rule could be delayed even up to a month, due to the campaign for the regional elections in Madrid that will take place on May 4.

Rent regulation is the core issue at stake. The Ministry of Transport has transferred a system of incentives to owners who lower the rents to tenants, while in the purple formation they warn that they will not admit “breaches” of the government agreement and have designed a price ceiling model for areas market markets.
