The opening of the AP-7, with an average daily traffic density of about 23,500 vehicles, will generate savings to users of 230 million annually in the Valencian Community and 70 million in Catalonia. The Minister of Development, José Luis Ábalos, explained that these figures “are the equivalent of if we reduce the VAT collected in the Valencian Community by 5.3%.” The Valencian president, Ximo Puig, also a socialist, celebrates the “great news, especially” for the central regions (where tourist centers such as Dénia, Xàbia, Altea or Benidorm) are located. Various user platforms, Valencian and Catalan, have achieved their goal of gratuity after claiming it over the years with multiple pressure measures, such as roadblocks or calderilla payments.

Oliver Aguilera has been three years since he began working as a health emergency technician at the Cadiz company Ambulancias Barbate. Not all opinions, however, are accommodating. The main affected are the 140 toll workers dismissed with an ERE on both highways. Another 140 maintenance must be subrogated to the winning companies. “We are the B side of the popular gratuity,” says Vicent Gollart, who has worked at Aumar since the first sections opened to traffic, in 1974 (the whole was put into service in 1984). He has seen how Spanish society has evolved, first from its toll booth and then from the remote control center. “Now almost everyone pays by card. The whole process was automated for years. Only occasionally do workers occupy the cabins, ”explains this UGT representative in the company. Gollart believes that the accident rate will increase in the AP-7 without tolls and remarks that “it will not be free either: we will all pay for it with budgets, whether we use it or not.” It’s something, he says, that has already happened on the AP-1 Burgos-Armiñón after its liberalization.

In 1972 the South Highway was inaugurated. The company says it spent eight million euros a year on maintenance. Development estimated that it will cost 5.4 million public in this chapter. Aumar, meanwhile, ensures that annual maintenance rises to 31 million in the AP-7. In the days leading up to liberalization, discussions take place between experts on how to finance the highways and their maintenance. The reduction of the cost of tolls, payments such as the Eurovignette (an adhesive that users must buy and paste on the windshield and that works as a kind of flat rate to use all highways) or congestion fees are some of formulas raised for the future.

Meanwhile, Fomento has commissioned FCC, Sacyr and API, through “emergency contracts”, the maintenance of the two sections of the AP-7 motorway and the Seville-Cádiz AP-4 as of January 1. The Ministry has resorted to this solution because of the appeal filed by Abertis against the November tender contract under which Sacyr was entrusted with the maintenance of the section of the AP-7 between Tarragona and Valencia and Matinsa, a subsidiary of FCC, the layout between Valencia and Alicante. API Mobility will assume the AP-4. The contracts include the gradual demolition of toll booths and their conservation as long as the contested contract enters into force.
